Minimum Qualifications
MINIMUM QUALIFICATIONS:
A current Louisiana license in a health services field, health regulation field, or social services field plus six years of experience as a licensed practitioner in hospital or nursing home administration, health services, health regulation, or social services; OR
A bachelor's degree plus six years of experience in hospital or nursing home administration, health services, health regulation, or social services; OR
A master's degree in a health services field, health regulation field, or a social services field plus five years of experience in hospital or nursing home administration, health services, health regulation, or social services.

To manage statewide Medical Certification Programs.

SUPERVISION RECEIVED:
Administrative direction from the Program Manager 4-DHH or other higher- level agency administrator.
SUPERVISION EXERCISED:
Direct line supervision over Medical Certification Program Manager, Medical Certification Manager 1, and/or other professional staff.
LOCATION OF WORK:
Department of Health and Hospitals.
JOB DISTINCTIONS:
Differs from the Medical Certification Program Manager by the responsibility for supervision of Medical Certification Manager 1's or other equivalent professional level staff.
Differs from the Program Manager 4-DHH by the absence of overall management responsibility for directing the functions and activities of the entire Medical Certification section.

Formulates current and long range plans and policies for the assigned program(s).
Revises rules, regulations, and procedures to meet changes in the state and federal laws.
Analyzes the impact of federal, state, and local legislation; advises section director; prepares position statements; presents testimony at hearings.
Supervises and directs professional subordinates in operations of assigned program(s) through regional office and state office staff.
Works closely with state and regional administrative staff in developing management procedures and operational plans, to assure that all agency programs are implemented at the field operations level as well as at the central office as intended by federal and state laws and regulations.
Monitors regional and state office operations (through written reports, verbal communications, and office visits) to determine the effectiveness of the delivery of the assigned program(s) services statewide.
Coordinates with administrative and support staff to improve program development, identify staff training needs, and provide management and support services required and needed by all staff.
Provides direction to program managers and regional managers in developing budgetary projections, monitoring expenditures of field offices, and making necessary adjustments as needed.
