Description

The Program Manager oversees the performance and administration of contract operations across three client warehouse locations. This position is responsible for managing all contractual deliverables, personnel actions, workflow standards, and communications with federal contract authorities. The position will manage high-volume warehouse operations while ensuring compliance with federal guidelines, quality assurance benchmarks, and program standards.

Essential Duties and Responsibilities

  • Lead overall contractor performance in accordance with the Performance Work Statement (PWS) at three VA warehouse sites.
  • Serve as the primary point of contact between Capital i and the Contracting Officer (CO)/Contracting Officer's Representative (COR).
  • Direct all administrative functions, including hiring, resume reviews, disciplinary actions, and HR compliance.
  • Design, review, and implement staffing models, workflows, and action plans that align with the Division of Logistics Services (DLS) and Supply Distribution Center (SDC) operational standards.
  • Conduct regular meetings with government supervisory warehouse teams to evaluate productivity, quality assurance, inventory control, logistics, shipping/receiving, and order fulfillment.
  • Collaborate with government stakeholders to optimize staffing levels and procedural workflows.
  • Maintain accurate records, generate weekly production and employee accomplishment reports, and validate outputs.
  • Monitor and report shipment metrics using VistA program data and Excel spreadsheet templates.
  • Ensure all contract staff remain compliant with VA training and certification requirements, especially for warehouse equipment operation.
  • Serve as the on-site contractor representative with full authority over daily contract matters, employee management, and coordination with COR.
  • Enforce all government policies and support a safe, orderly work environment.


Travel

This position may require travel up to 15% within the state of Colorado or to the contract's secondary location in Illinois.

Work Schedule

Monday-Friday - Eight (8) hour shift between 0600-1800 to be determined upon hire.

Qualifications
  • 10+ years of progressive experience supporting a large corporation or federal agency
  • Demonstrated expertise in managing supply chain, logistics, inventory, shipping/receiving, and warehouse operations.
  • Strong decision-making, organizational, and communication skills.
  • Proficiency in
    • Inventory management systems
    • Microsoft Windows 10 and Microsoft Office Suite (2010 or later)
    • Microsoft Excel
    • Data entry and typing
  • Experience developing and executing program goals in alignment with federal operational standards.
  • Ability to lead and mentor staff in a dynamic, metrics-driven environment.
  • Must provide documentation of eligibility to legally work in the United States without an employer sponsored visa.
  • Must be able to pass client background screening for security clearance.
Salary
  • $87,000.00 - $114,000.00
  • Fulltime, exempt
