The State Corporation Commission (SCC) seeks a Chief of Marketing, Communications, and Outreach to join our Health Benefit Exchange (HBE or Exchange) division. The Health Benefit Exchange operates Virginia's Insurance Marketplace with a mission to increase access to affordable and reliable health coverage for Virginians who are not insured by their employer, Medicaid, or Medicare. Launched in November 2023, the Marketplace is Virginia's own state-based health insurance marketplace where consumers can shop for, compare, and purchase high-quality and affordable health insurance plans. This Chief of Marketing, Communications, and Outreach has the unique opportunity to play a critical role in unifying and maturing the public relations activities of the Health Benefit Exchange. The position works a hybrid schedule, with some in-office and some telework days each week.

Under the direction of the HBE Deputy Director, the Chief of Marketing, Communications, and Outreach will:
  • Oversee and implement innovative, strategic plans for marketing, communications, and outreach.
  • Facilitate coordination of consumer and stakeholder outreach and engagement activities.
  • Facilitate implementation and performance of a comprehensive communication strategy and plan that unifies the external communications of the division.
  • Develop processes and standards to ensure that all external communications are high-quality, conveying a unique brand-voice identity that creates a recognizable, positive image about Exchange health coverage availability for Virginians.
  • Be responsible for professional, accurate, policy-compliant, brand appropriate communications across all channels including advertisements, email, events, marketing, public relations, social media, and website.
  • Promote and protect the Exchange's image and brand identity broadly through all communications channels.
  • Oversee the growth and evolution of the Exchange's social media presence across different platforms, ensuring innovative and consistent brand messaging.
  • Build and maintain relationships with journalists, managing press inquiries, issuing press releases, and coordinating media coverage, in collaboration with the SCC's Information Resources Division.
  • Oversee the maturation of the Exchange website and constant coordination with related SCC sites.
  • Ensure that marketing strategies are developed and deployed to reflect the use of past and real-time data to maximize Exchange enrollment.
  • Track communications metrics to assess the effectiveness of campaigns and identify areas for improvement.
  • Provide supervision and management of the leaders in the Marketing & Outreach, Stakeholder Engagement, and Communications groups of the Exchange.
  • Make policy recommendations in the areas of marketing, communications, stakeholder engagement, and consumer outreach.
  • Perform related work as required.
Qualifications
Preferred Qualifications
  • Significant professional experience in communications or public affairs with a strong track record of success in communications leadership roles.
  • Significant experience developing and implementing strategic plans in the areas of marketing, communications, or outreach.
  • Superior verbal and written communication skills.
  • Proven ability to develop and execute strategic communications plans, including messaging, media, and stakeholder audiences.
  • Experience drafting press releases, informational articles, blog posts, and other marketing content.
  • Strong relationship-building skills and experience engaging with government officials, industry stakeholders, and media.
  • Ability to work in a fast-paced, dynamic environment.
  • Demonstrated experience leading teams and fostering collaboration across departments.
  • Strategic thinker with a deep understanding of the intersection between public perception and public services, and organizational objectives.
  • Experience managing a team of professionals.
  • Expertise with software such as Microsoft Word and PowerPoint, as well as other content creation tools and applications.
  • Highly organized, self-motivated, and hard working.
