OSFM is recruiting for a Learning & Development Specialist (Learning & Development Specialist 2). As the Learning & Development Specialist, you will be responsible for identifying and forming long-range plans, goals, objectives and milestones related to the development, implementation, administration and maintenance of OSFM's educational and training programs. This includes researching, assessing, and identifying fire service training needs based on state and national standards, developing curriculum, and implementing and coordinating OSFM training and outreach programs.

Minimum Qualifications:
Five years of work experience designing, planning, and implementing adult education courses, or applying web-based technologies in a blended learning environment; OR
Five years of work experience designing, planning, and implementing organizational development strategies.
A bachelor's degree in Education, Organizational Psychology, Business or Public Administration, Training and Development, Human Resources, Organizational Behavior, or related field may substitute for three years of the work experience stated above.

- This is a full-time, permanent position and is represented by the American Federation of State, County, and Municipal Employees (AFSCME) union.
- This position is based at our Salem office in Oregon, however, the successful candidate may be eligible for remote work options depending on business needs.
- This position is eligible for Police & Firefighter (P&F) Public Employees Retirement System (PERS).
- The salary listed is the non-PERS qualifying salary range. When the successful candidate is PERS qualifying, the salary range will reflect the additional 6.95%.

Special Qualifications:
- Requires a valid driver's license with an acceptable driving record or an alternative mode of transportation.
Desired Attributes:
- The flexibility and concentration to work on multiple tasks or projects simultaneously, and the ability to prioritize and reprioritize workload.
- Experience delivering training and presentations both in-person and virtually through Zoom, MS Teams or similar platforms to a diverse audience.
- Curriculum development and design for varying age ranges that establishes training priorities and objectives. This also includes evaluating and improving instructional materials, lesson plans, handouts, and audiovisual presentations
- Ability to work independently, collaborate as a team player, and give and receive constructive feedback.
- Experience administering a training program that included development of an annual training schedule, managing learner registration, and coordination of training facilities, materials, equipment, supplies, and guest speakers.
- Knowledge and understanding of adult learning theory and other educational based practices to support curriculum development.
