The Program Manager of Facilities will report to the Director of Facilities; and is responsible for development and execution of the State of Good Repair (SOGR) Program for the San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (Caltrain). This includes, leading and managing a combination of agency and seconded project management staff, as well as developing and implementing SOGR projects consistent with the District's short-term objectives and long-term strategic goals.

Essential Functions & Duties
- Plan and monitor the District SOGR program for District facilities, buildings, and related systems/equipment.
- Oversee development and completion of SOGR projects within allocated scope, budget, and schedule.
- Lead, develop, and manage Project Management Office (PMO) staff towards successful implementation of SOGR projects.
- Liaison with internal customers and key stakeholders on SOGR programmatic issues.
- Ensure integration of SOGR projects into the District's Capital Improvement Plan (CIP).
Examples of Duties:
- Prepare and maintain a list of necessary SOGR projects. Lead PMO staff in development of scopes and budgets for each project. Propose and champion SOGR projects for funds systematically annually.
- Communicate with internal customers and key stakeholders to ensure appropriateness of scopes and understanding of project delivery schedules.
- Monitors, coach, and assist PMO staff with timely implementation of projects within projects budgets and project scopes.
- Provide technical subject matter guidance on project management principles and practices.
- Perform all job duties and responsibilities in a safe manner to protect yourself, your fellow employees and the public from injury or harm. Promote safety awareness and follow safety procedures to reduce or eliminate accidents.
- Perform other duties as assigned.
Minimum Qualifications
Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:
- Associate's degree in Facilities or Construction Management, Engineering, Project Management, Supply Chain Management or related field.
- Eight (8) years of progressively responsible experience with project management related to commercial, industrial, or institutional facilities maintenance.
- Three (3) years supervisory experience of technical or professional staff on a project or full-time basis.
Preferred Qualifications:
- Experience managing State of Good Repair (SOGR) program at a public agency.
- Excellent interpersonal communication skills.
- Proven ability to manage multiple project scopes, budgets, and timelines at once.
