Position Purpose The Early Childhood Special Education (ECSE) Administrator will work in collaboration with Director of Special Education and Associate Superintendent in the overall administration of instructional program and site operations including the implementation and enforcement of school board policies, and administrative rules and regulations. It provides instructional and organizational leadership to staff including curriculum planning and implementation, professional development, and evaluation and supervision. Coordinates assigned student activities and services to provide the best possible learning environment for all students. Provides staff with accurate and timely processes and procedures as mandated by the Individuals with Disabilities in Special Education Act (IDEA). Acts as Local Education Representative (LEA) at IDEA procedural meetings. Manages effective use of support staff (office staff and paraprofessional staff). Must work cooperatively with the staff, community and District Administration in support of school and district-wide goals and initiatives.

Responsibilities
1. Instructional Leadership
- Assists with program initiatives and monitors implementation of curriculum to meet student needs.
- Analyzes and utilizes all formative, summative, and common assessment data for the improvement of curriculum for instruction and student achievement.
- Maintain the preservation of a school-wide climate and organization for learning.
- Identifies and communicates effective teaching and classroom management strategies.
- Incorporates computer and other technology into the management and instructional processes.
- Ensures process and procedures of IDEA such as implementation of Individual Education Plans (IEPs).
- Collaborates with outside agencies that serve children ages birth to (5) five years old.
- Stays current on educational changes and developments through reading professional literature and attending professional development opportunities.
- Encourages and supports development of innovative instructional programs, helping teachers pilot such efforts when appropriate.
- Facilitates linkages among curriculum, instruction and assessment by leading and collaborating with staff.
- Helps maintain a school-wide focus on student achievement.
- Lead work groups as determined by Director of Special Education or Associate Superintendent.
- Determines priorities based on assessed needs, sound theories, financial capabilities, expertise, time-lines, and resources.
- Development of the Comprehensive School Improvement Plan encompassing goals, objectives, activities, time-lines, and resources.
- Supervises the adjustment of curriculum/instructional programs as needed.
- Develops schedules for teachers and students that will provide for the efficient operation of the school and result in a high level of learning for students.
- Develops schedules for classroom observations, conferences and follow-up activities as designated by the Director of Special Education and/or Associate Superintendent.
- Ensures implementation of IEPs.
- Ensures students are adequately supervised during non-instructional periods.
- Collaborates with district leadership to develop a student discipline management system that results in positive student behavior.
- Ensures that school rules are uniformly observed, and that student discipline is appropriate and equitable.
- Conducts conferences on student and school issues with parents, students, and teachers.
- Assists with the establishment of guidelines for proper student conduct and maintenance of student discipline according to board of education.
- Supervises reporting and monitoring of student attendance and work.
- Confers with parents, students, and teachers regarding student and school issues.
- Manages substitutes on a daily basis.
- Utilizes effective interview and selection process attaining competent candidates as designated by the Director of Special Education and/or Associate Superintendent.
- Systematically evaluates the performance of personnel to improve competencies.
- Organization, supervision, and evaluation of support service personnel for optimum performance.
- Conducts classified and certified staff meetings to keep members informed of policy changes, new programs, and related concerns.
- Prepares reports, records, lists, and all other paperwork required or appropriate to the school administration, attendance, and reporting student progress.
- Assist, when present, with fire and lockdown drills and emergency preparedness programs.
- Work with transportation director to ensure transportation needs are met.
- Holds conferences with parents, teachers and students or any combination thereof when necessary.
- Coordinates preparation of materials and building, and any other activity related to the opening and closing of the school year.
- Provides orientation of new staff members in collaboration with Director of Special Education and Associate Superintendent.
- Encourages partnerships with parents in the education of their children.
- Assists with providing opportunities for the professional growth of the staff.
- Evaluates and counsels all staff members regarding their individual performance and provides for effective recorded evaluation reports of certified staff according to district adopted procedures.
- Assists with developing, articulating, and implementing a vision for the school and student learning
- Understands how adults learn.
- Participate in all mandatory training or training appropriate to the position as required by the district.
Minimum Qualifications
- Master's degree from an accredited college or university and ability to hold a North Dakota Principal's Credential.
- Minimum of three years of successful teaching and/or administrative experience.
