Job Description
The Division of Human Resource Management (DHRM) is seeking a Workplace Investigator to join our team. This is your opportunity to play a pivotal role in ensuring a respectful work environment across state agencies. You will conduct comprehensive investigations into workplace misconduct, from initial complaints to detailed reports, requiring exceptional analytical, communication, and interpersonal skills, and a steadfast commitment to objectivity. You will also conduct engaging training sessions for DHRM employees and stakeholders on workplace investigation fundamentals and best practices.

The starting hourly rate for the Human Resource Senior Specialist - Workplace Investigator position is $30 - 40/hr.

Responsibilities

  • Manage a Diverse Caseload: Independently handle a caseload of complex workplace investigations, including sensitive and high-profile matters, ensuring timely and thorough resolution.
  • Conduct Impartial Investigations: Conduct prompt, impartial investigations into complaints of workplace misconduct, adhering to established processes and maintaining strict confidentiality.
  • Collaborate Effectively: Work closely with DHRM staff, customer agencies, and other stakeholders throughout the investigative process, fostering strong communication and cooperation.
  • Develop and Implement Investigative Plans: Create and execute detailed investigative plans, including identifying and interviewing witnesses, gathering and analyzing evidence, and ensuring the integrity of all collected data.
  • Conduct Professional Interviews: Perform thorough and professional interviews with complainants, witnesses, and accused parties, employing effective interviewing techniques to gather accurate information.
  • Analyze Complex Data: Analyze complex information and evidence to determine the facts of each case, drawing sound conclusions based on available data.
  • Prepare Detailed Reports: Prepare comprehensive and accurate investigative reports summarizing findings, analyzing evidence, applying relevant policies, and providing clear conclusions.
  • Maintain Confidential Records: Maintain meticulous and confidential records of all investigation activities, ensuring strict compliance with privacy, confidentiality, and regulatory requirements.
  • Stay Informed on Legal Updates: Stay current on relevant employment laws, rules, regulations, and best practices in workplace investigations, continuously enhancing expertise.
  • Partner with Legal Counsel: Collaborate with DHRM staff and legal counsel as needed, providing necessary information and support.
  • Provide Guidance and Support: Offer guidance and support to management and staff on employee relations issues and workplace conduct, promoting a positive and compliant work environment.
  • Contribute to Procedure Development: Assist in developing and updating DHRM's investigative procedures, training materials, and resources, contributing to continuous improvement.
  • Deliver Training Sessions: Conduct engaging training sessions for DHRM employees and stakeholders on workplace investigation best practices.
  • Evaluate and Improve Processes: Monitor and evaluate the effectiveness of DHRM's investigative processes, recommending and implementing improvements as needed.
  • Provide Expert Testimony: Serve as an expert or fact witness in administrative and court proceedings, delivering clear and concise testimony.
  • Perform Other Duties: Undertake other related duties as assigned to support the overall function of the department.

Qualifications

Minimum Qualifications:
  • Experience conducting workplace investigations or equivalent experience in case management, fact-finding, and analytical skills.
  • Strong knowledge of state and federal employment laws, including the Utah Antidiscrimination Act, Title VII, ADA, ADEA, and FMLA.
  • Demonstrated ability to conduct impartial and thorough investigations, including experience interviewing witnesses, gathering and analyzing evidence, and preparing investigative reports.
  • Excellent communication skills (written and verbal), including the ability to communicate effectively with individuals at all levels of multiple diverse organizations.
  • Strong analytical and problem-solving skills.
  • Ability to maintain confidentiality and handle sensitive information with discretion.
  • Ability to work independently and as part of a team.

Required Qualifications:
  • Experience working in a government or public sector environment.
  • Experience training employees.
