Position Description
Under minimal supervision, the Sr. Project Manager, Technical Assistance & Performance will be responsible for driving the day-to-day progress and success of technical assistance projects within the Technical Assistance & Performance Division in the Office of County Administration (OCA). Individuals in this role will also be responsible for managing processes' development, implementation, and refinement, as well as communicating with key stakeholders.

The Sr. Project Manager, Technical Assistance & Performance is expected to demonstrate outstanding communication skills, both written and verbal, possess expertise in change and project management, and exhibit the capability to effectively lead and inspire a team, ensuring a smooth and efficient workflow.
Duties and Responsibilities:
  • Project Execution: Manages the development, implementation, and refinement of multi-week or monthly processes that include project kickoff, assessment, brainstorming, work plan development, testing (with adjustments as needed), implementation, reassessment, improvement, and sustainment. Ensures timely and effective execution of the project work plans, including oversight of other team members' work and deliverables from partner division and department staff as applicable. Typically oversees one to three TAP projects at any given time
  • Communication: Regularly communicates with the TAP Director, other TAP team members, partner department and division leadership, Commissioners Court staff, and the OCA Executive Team on project progress and to gather feedback on an ongoing basis. As well as communicating with partner departments and division leadership to maintain alignment, discuss proposed changes or other relevant updates, and promptly respond to feedback.
  • Collaboration: Identifies and acts on opportunities to leverage the expertise and resources of other supporting departments (HR, IT, etc.) to enhance project impact. In addition, provides support to the development and implementation of a Resource Bank for all County employees to access information about available resources, process-oriented best practices, and other useful information.
  • Performance Tracking: Collaborates and facilitates meetings alongside TAP team members to support the preparation of Department Progress Meetings with the Goal Area Committees and assists with departments' monthly reporting on Performance Measures as needed.

Requirements
Education and Experience:
  • Bachelor's degree in a directly related field from an accredited college or university and
  • Four (4) years of experience.
  • Two (2) years of experience managing a team.

OR
  • Associates degree in a directly related field from an accredited college or university and
  • Six (6) years of experience.
  • Two (2) years of experience managing a team.
OR
  • High School Diploma or G.E.D. equivalent from an accredited educational institution and
  • Eight (8) years of experience.
  • Two (2) years of experience managing a team.


Knowledge, Skills, and Abilities:
  • Advanced knowledge of or ability to learn quickly about public policy, Texas county government operations, laws, statutes, functions, programs, and best practices for county operations.
  • Knowledge of change management, project management, and team-building principles.
  • Strong customer/client service mindset focused on listening to and understanding project partners' challenges, respecting their time through efficient conversations and clear and concise requests, and striving to solve problems to help County departments and divisions ultimately better serve the people of Harris County.
  • Highly skilled in oral and written communication, with excellent ability to review and edit memos, policy documents, process flows, reports, and other documents.

Work Environment and Physical Demands:
  • This position is based in an office environment, where the use of standard office equipment such as computers, phones, scanners, and filing cabinets is routine. The physical demands associated with this job are minimal, with occasional lifting and moving of objects weighing up to 10 pounds. The role is predominantly sedentary, involving mainly sitting with occasional standing and walking.
