Minimum Qualifications
MINIMUM QUALIFICATIONS:
Seven years of experience in information technology; OR
Six years of full-time work experience in any field plus five years of experience in information technology; OR
An associate's degree in information technology plus five years of experience in information technology; OR
A bachelor's degree plus five years of experience in information technology; OR
A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology; OR

EXPERIENCE SUBSTITUTION:

The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff. This is a highly technical level position in the Office of Technology Service's Applications and Data Management Division (AppDM). This position provides program management for highly complex applications and systems in OTS' AppDM Statewide cluster that includes DOA, OGP, OSUP, OSRAP, OPB, OSP, FPC, DENR, DEQ and CPRA.
Collaborates with executives and administrators to assess requirements, define project parameters, and review outcomes. Provides leadership and program management for priority application development initiatives. Diagnoses, researches, and implements solutions to advanced application issues, consulting with executives, external consultants, and IT staff as needed.
Serves as program manager overseeing application development activities within OTS's AppDM Statewide cluster. Provides strategic direction to development teams and IT professionals and offers expert technical guidance and mentorship to team members unfamiliar with specific programming languages or methodologies. Designs, executes, and supervises formal testing procedures for sophisticated application systems. Allocates, supervises, and evaluates the work of IT personnel, ensuring project quality, timeliness, and efficiency throughout the development lifecycle.
Analyzes requests for system enhancements or new development projects, offering recommendations based on budget, timelines, and resource availability. Develops comprehensive analyses and recommendations for complex application initiatives within the assigned section. Manages the creation of user documentation and operational guides for complex IT applications specific to the designated section.
Reviews and approves system enhancements and design changes to ensure the integrity and accessibility application data. Oversees database design and reviews data element definitions, ensuring clear documentation for use by both professionals and end-users. Addresses system emergencies, providing leadership and support to resolve advanced technical issues within the assigned section. Offers advisory services to IT personnel on optimizing system development methodologies for statewide application systems.
Performs all other tasks, special projects, analysis, studies, and plans as directed.
