04/18/2025At the present time, a vacancy for a full-time Staff Accountant exists within the Administrative Services division of the Chester County Intermediate Unit.

SUMMARY OF POSITION:
To provide accurate accounting services and maintain complex records for approximately 18 federally or locally funded programs as assigned. Decision making responsibility for all financial information, budget projections and completion reports for year-end reporting to meet the guidelines of the funded programs.

QUALIFICATIONS:
  • Bachelor's degree (B.S.) in Accounting
  • Minimum of two years in accounting or related position
  • Fund Accounting experience and knowledge of GAAP, FASB and GASB regulations as they relate to the Government sector

ESSENTIAL JOB RESPONSIBILITIES:
  • Marketplace Programs - Maintain the preparation and submission of all financial reports for each of the budgets to the appropriate funding agency totaling approximately $11,551,149
  • Assist program directors with budget projections and any questions regarding allowable expenditures.
  • Maintain the accounting records for approximately 18 federal or locally funded budgets.
  • Prepare monthly miscellaneous journal entries for approximately 14 federally or locally funded budgets.
  • Supervise the support staff bookkeeper. This employee is also responsible for paying for approximately 14 federal or local program's invoices. This employee also makes sure that when a federal program closes that all open purchase orders have been accounted for and all invoices have been paid.
  • Monitor all purchase orders for the approximately 14 federally or locally funded programs to insure that there are sufficient funds available and the budget code is correct. Quote and bid dollar amount limits are scrutinized. Dollar amounts of purchases are considered to qualify them as equipment under the various federal grants and state funding. Also, verification is made to be sure the equipment, if purchased with Federal funds, is on the most recent version equipment list sent to the Department of Education.
  • Prepare financial projections for approximately 14 federally or locally funded programs to ensure that the program's spending is align with the budget.
  • Meet with Program Directors in the financial analysis of all budget reports
  • Federal and State Reporting - Take all proper steps to close (7) Federal, State and Local grant programs, making sure all expenditures and revenue received are correct and that there are no other general ledger accounts with balances. Ensure that the program is in compliance with Uniform Grant Guidance and grant agreement. Review expenditures to ensure that they are allowable within the terms of the grant. Analyze reports for accuracy and prepare final fiscal reports for timely submission. Prepare monthly, quarterly or annual expenditures reports as defined by the grant. Provide projections on the grant programs to ensure that the expenditures are within the grant limits. Maintain proper documentation for the grants to ensure that we are in compliance with their documentation requirements.
  • Audit - Provide information for all local, state and federal auditors or program review teams as requested. Assist with the year-end journal entries and audit schedules for the CCIU, TCHS and CCSA audits. Responsible for the monthly distribution of CCIU Divisional Financial Reports. Responsible for the fixed asset audit and fixed asset accounting.
  • Budget - Provide information for all local, state and federal programs to establish a comprehensive budget. This includes but not limited to attending budget development meetings and running analytical reports.
  • Project Liaison - Responsible for accounting services for entities as assigned.
  • Chesconet - Provide all Accounting services for ChescoNet including but not limited to the monthly journal entries, accounts payable, accounts receivable, financial statement preparation, audit preparation, budget preparation and attendance to all Committee and Board meetings. Complete and file USAC reports for reimbursement. Totaling approximately $1,970,786.
  • Chester County Tax Collection Committee - Provide all Accounting services for the Chester County Tax Collection Committee including but not limited to the monthly journal entries, accounts payable, financial statement preparation, audit preparation, budget preparation, and attendance to all Committee meetings, and compile reports from DCED for the annual meeting. Totaling approximately $41,200
  • Chester County Children's Fund - Responsible for Chester County Children's Fund by maintaining sponsorship database, preparing Treasurer's Report, preparing deposits and disbursement requests, and preparing profit and loss statement for tournament. Totally approximately $85,311.
  • TrustEd - Provide all Accounting services for TrustEd including but not limited to the monthly journal entries, accounts payable, accounts receivable, financial statement preparation, audit preparation, budget preparation and attendance to all Committee and Board meetings, if required.
  • All other duties as assigned

  • 2024-2025 SALARY:
    $72,801 to $91,002
