The Technical Program/Project Manager III - Mechanical Engineer reports to the Director, Facilities Management. This position is responsible for the planning, programming, project management, technical support, oversight, quality assurance, and tactical/strategic development of facility related initiatives and projects with an emphasis on mechanical engineering. Key types of projects will include new buildouts, renovations, tenant improvements, asset renewal/replacements, and other facilities related initiatives. This position is responsible for managing technical projects and initiatives referenced herein, adherence to the short and long-term agency capex and opex plan, participation in preparing annual capital and operating budgets, supporting and assisting staff members including other project managers, O&M personnel, and other admin and transit personnel, managing professional services and construction contracts, oversight of design consultants and contractors, professional and proactive communication, and internal and external coordination of work including meeting/exceeding expectations regarding the proper balance of cost, schedule, and quality.

MOBILITY STATUS
As a Mobile position, the incumbent is expected to work in the office as needed. There will be access to touchdown/collaboration spaces when on site. Must be in-office for socialization, strategic collaboration, supervision, oversite, and accountability as needed. Work location and in-office presence requirements may change as business needs dictate. This position is based in Austin, Texas. Successful out-of-state candidates must relocate to the state of Texas prior to start date and may have the opportunity to work remotely anywhere in Texas after a specified period.
WORK ENVIRONMENT AND PHYSICAL DEMANDS
Work is generally performed in an office environment in which there is only minimal exposure to unpleasant and/or hazardous working conditions. This position works with multiple project timelines and is responsible for managing employees performing work of a complex nature. Incumbent must have the ability to stand and sit frequently throughout an eight-hour period, reach vertically for overhead use as well as horizontally. Must be able to use a telephone or headset equipment. Incumbent must be able to lift and move material weighing up to 20 lbs., perform work at a computer terminal for 6-8 hours a day, and function in an environment with constant interruptions. This position is a "Security Sensitive" position. CapMetro will conduct annual criminal background checks on incumbents in this position. Responsibilities

- Develop project technical programming requirements and basis of designs.
- Continue to research and improve technical specifications, workplace standards, and design guidelines.
- Develop and create technical Statements of Work based on project requirements. Develop independent cost estimates and other documents necessary to successfully complete the project procurement process.
- Work with the Procurement Department to execute project related professional services, vendor services, and construction contracts and project initiation documentation along with contract modifications when necessary.
- Review key designs, including from other project managers, to ensure technical specifications, workplace standards, design guidelines, and code compliance are adhered to.
- Develop, maintain and improve dashboards, metering, and monitoring data usage to determine the energy "health" of the facilities to help support identification of energy conservation measures and to support the carbon neutral facilities and zero emission vehicle goals.
- Support the continued development, implementation, and quality assurance of facilities smart technology to optimize facilities O&M, enhance energy conservation and sustainability achievements, improve the end-user experience, and enrich employee well-being, productivity, and performance.
- Engage with the facilities O&M team on a periodic basis to provide technical support when needed.
- Conduct field work and field visits as required for project execution and to ensure compliance with project specifications and contract documents. Directly coordinate work changes and stoppages when appropriate.
- Work occasionally outside of normal business hours when required to ensure projects are successfully completed.
- Stay abreast of the latest adopted energy codes, NFPA codes, and other applicable building related codes to be able to properly support the technical requirements of this position.
- Act as liaison with internal and external organizations, and represent CapMetro with jurisdictional authorities including state, county, and city staff and elected officials.
- Monitor consultant and contractor adherence to contract terms and specifications. Identify discrepancies and facilitate appropriate resolution with the consultant/contractor.
- Develop and/or manage the following:
- Project controls and project implementation plans, resource allocation, risk analysis, quality assurance, schedules, and budgets.
- Vendors, consultants, contractors, and CapMetro business and technical teams' oversight to ensure that solutions stay within scope, cost and schedule, and that risks are properly managed and mitigated.
- Field issues (internal and external) to ensure they are properly addressed in a timely manner.
- New and existing facilities related project planning, design, construction, commissioning, close-out, and postmortem meetings including vendor grading.
- Consultant/contractor submittals and O&M manuals to ensure timely reviews and responses.
- Monthly status reports of project budgets, project invoice payment process including invoice discrepancy reconciliation and vendor deliverables documentation coordination, monthly expenditure reports, and cost projections development and maintenance.
- Inspect and monitor adherence to quality assurance and quality control plans.
- Interface with project team for technical discussions and solutions.
- Perform other duties as required and/or assigned.
Qualifications
WHAT YOU BRING
- Bachelor's degree in mechanical engineering.
- Seven (7) years minimum of mechanical engineering design experience.
- Five (5) years of project management experience on design and construction projects.
- Professional Engineer (PE) registration is preferred. If PE registration is not currently held, this position is contingent on the person hired to fill this role, receiving the State of Texas PE registration within 1 calendar year of accepting this position.
- Facilities experience working for an Owner preferred.
- Master's degree in construction management or engineering, PMP certification, and LEED AP certification preferred.
Knowledge, Skills, and Abilities:
- Must have excellent organizational, communication, and team management skills.
- Strong analytical skills and the ability to work effectively with consultants, contractors, vendors, the community, and government officials.
- Experience with completing mechanical designs, design reviews, technical specification development, project submittal and O&M manual reviews, field inspections, punch lists, and project postmortems.
- Knowledge of project management practices for managing cost, schedule, and performance.
- Knowledge of engineering and architectural project management methods and practices.
- Knowledge of construction management techniques, engineering and general architectural principles, practices, methods.
- Knowledge of applicable State, County, and City codes, standards, and regulations especially related to the energy codes, NFPA codes, and International Building Code.
- Ability to demonstrate a proactive, collaborative approach with team members, consultants, vendors, and contractors.
- Ability to understand, develop, and manage project technical solutions.
- Technical knowledge of facilities infrastructure design and construction projects with emphasis on mechanical.
- Knowledge of construction management practices.
- Knowledge of mechanical equipment and equipment specifications required. General knowledge of industrial and electrical equipment and maintenance thereof, preferred.
- Familiarity with various project delivery methodologies such as design-bid-build, construction manager at risk, design-build, etc.
- Self-motivated and focused on opportunities to continuously improve skills and processes. Ability to work in a team environment in a matrix organization, partnering well with other employees, management, stakeholders, users, business personnel, vendors, service providers, and contractors.
- Motivated to undertake various project management duties and tasks as assigned regardless of the project size and including projects that are complex and technical in nature.
- Ability to be a positive and constructive contributor in a team-based environment.
- Proficiency using Microsoft Project to develop project schedules, assign resources to tasks, track progress, and analyze workloads.
- Excellent attention to detail.
- Proficiency using Microsoft Office Suite, Outlook, and Project.
- Proficiency with Autodesk Revit and Building Information Modeling preferred.
- Familiarity with field work, facilities O&M, and construction inspections regarding tenant improvements, infrastructure, and transit projects preferred.
