Job Description
The Asst. Director of Procurement is responsible for supervising Procurement staff, Clinical Business Analyst and Stock Room Staff, coordinating workflow and services related to drug and equipment/supplies procurement processes. Activities include but are not limited to the following responsibilities: purchasing, inventory, distribution and record keeping for medications for the Pharmacy Department, initiating purchase orders for pharmaceuticals and supplies, receiving and distribution of supplies, processing purchase requisitions, authorizing payment for wholesaler invoices, maintaining adequate inventory levels, providing inventory action and communication relative to shortages, recalls, alternative product source and selection. Serves as a resource person for product and vendor information, and group purchasing contracting. Collaborates with hospital departments as necessary for medication ordering, inventory, distribution and record keeping. Must be experienced in Sentry Database, representing Pharmacy as a subject matter expert in Split Billing, expertise in 340B rules and regulations, maintaining compliance and represents Pharmacy during HRSA Audits.
Minimum Qualifications
. Valid license and current registration to practice as a Pharmacist issued by the New York State Department of Education (NYSED); and
2. Four (4) years of satisfactory full-time experience as a licensed practicing Pharmacist, of which at least two (2) years shall have been in an administrative, managerial or supervisory capacity in a Pharmacy in a hospital, health or medical facility.

- Coordinates drug procurement operations and inventory management to ensure critical drug availability, accurate inventory value assessment, compliance with 340B, optimized inventory turns, and minimized drug expirations.
- Ensures timely submission of Central Office required 340B/Sentry audits.
- Maintains computerized systems, split-billing software programs and technologies utilized in purchasing operations related to the 340B program.
- Lead representative for annual mock Audits
- Identifies and evaluates available and new technologies to assist in inventory management.
- Ensures that all records are maintained in accordance with regulation and policy.
- Generates purchasing and inventory reports as requested by departmental leadership.
- Maintains responsibility for borrow and loan systems from other hospitals.
- Coordinates and maintains timely flow of purchasing and receipts with Accounts Payable.
- Assists in managing vaccine supply including temperature monitoring.
- Maintains oversight of emergency supplies (influenza, bioterrorism, chempack etc.).
- Coordinates inventory to resolve/manage backorders, shortages or recalls and secures acceptable product alternatives when necessary. Evaluates and adjusts par levels in response to ongoing utilization, shortages, waste and critical needs.
- Continually reviews and analyzes operations recommending and implementing operational changes, new technologies, etc. that will increase the efficiency and level of service of the pharmacy in collaboration with Director of Pharmacy as well as Asst. Director of Clinical Services.
- Participates in the recruitment, retention, performance enhancement and competency assessment of subordinate staff in collaboration with Stock Room Supervisor and Pharmacy management team members.
- Participates in the development of tools and standards to establish and improve competency levels of the support staff including orientation of new employees, in-service training, and competency assessments.
- Participates in continuous quality assessment and improvement activities and medication safety initiatives.
- Participates in or leads various committees, task forces, and performance improvement
- Supervise adherence to DSCSA requirements.
- Support inpatient controlled substance distribution systems
- Manage reverse distribution procedures and monitors returns to ensure adequate credit is issued.
- Lead annual inventory counts in coordination with Internal Audit Department.
- Working closely with Pharmacy Informatics team to manage new or alternative product intake and the barcode validation process for EHR and automation systems.
- Lead influenza vaccine purchasing, distribution, and inventory maintenance.
- Work with clinical staff to determine alternatives to critical stock shortages and assist with determining and implementing therapeutic substitutions.
- Manage the drug recall system, ensuring all affected product is identified, quarantined and returned for manufacturer credit.
- Serve as a liaison to wholesalers and vendors for issues related performance and fill rates
- Write and/or review policies and procedures.
- Manage key aspects of pharmacy department routine regulatory monitoring programs (e.g.; refrigerator temperature monitoring programs, expiration date checking programs).
- Manage the invoice process between pharmacy and accounts payable to assure bills are accurate and paid.
- Oversight and supervision of pharmaceutical purchasing staff and Clinical Business Analyst as well as coordination of purchasing activities.
- Manage purchasing activities to ensure timely and efficient coordination with appropriate committees (P&T, Pharmacy Operations, etc.) to support prescribing and distribution processes.
- Manage outsourced pharmacy purchasing.
- Enforce GPO contract compliance.
