This position is being recruited Statewide. The position may report to any of our three Regional Offices in Sacramento, Oakland, or Glendale.
Under the general direction of the General Counsel, the Assistant Chief Counsel (ACC), serving as the Deputy General Counsel, is responsible for an expanding area of public sector labor relations and manages the Office of the General Counsel (OGC) regional operations. Administering PERB's mission on a daily basis to assist public agencies/labor representatives address often contentious labor disputes.
The ACC serves as an expert in distinguishing the differing provisions of the public sector labor statutes administered by PERB. These statutes govern labor relations for most public employees in the state. The incumbent will have demonstrated the ability to independently and effectively perform assignments consisting of the most complex and sensitive legal work within PERB and to consistently produce favorable results. The ACC works with broad discretion on matters of the greatest difficulty and independently handles or oversees the most complicated cases at PERB and the courts. They work with and advise Governor's appointees, including the General Counsel, Board Chairperson and Members, the Executive Director, Chief Administrative Law Judge, and representatives of public employers, employees and their exclusive representatives, on public sector labor relations issues of the greatest difficulty.

- Ability to analyze legal principles and precedents related to California public sector labor law, and apply them to complex legal problems.
- Acting as a legal advisor to executive management on complex and sensitive matters.
- Demonstrates a high degree of integrity and confidentiality on sensitive issues and uses sound judgment in decision making.
- Knowledge of the mission, goals, and functions of the Public Employment Relations Board.
- Strong knowledge of public sector labor law, including administrative law and procedure, appellate advocacy, superior court law and motion practice, and the California Public Records Act.
- Ability to communicate effectively with others as demonstrated by strong written and verbal communication skills.
