We are seeking a dynamic and experienced individual to join our team in a leadership role focused on health workforce resource planning, education, environmental scanning, and the research and analysis of provincial, national, and international data.

Role Responsibilities

As a Nursing Consultant, you will provide critical expertise in the development and implementation of strategies to optimize Alberta's health workforce. This includes addressing key issues such as profession-specific concerns, optimization of professional nursing roles, inter-professional collaboration, and implications of Government strategies and other health workforce innovations (e.g., NP optimization, palliative care, mental health and addictions).

You will work closely with internal and external stakeholders to provide in-depth analysis and contribute to the development of evidence-based solutions that ensure an efficient, sustainable, and high-quality workforce for Alberta's health care system.

The job responsibilities include:
  • Health Workforce Policy Development:
    • Develop and implement strategies to address profession-specific issues and trends in the nursing workforce, including the optimization of professional nursing roles.
    • Provide analysis and recommendations to senior Alberta Health leadership regarding the barriers to optimizing the health workforce, including legislative, regulatory, and funding challenges.
    • Contribute to addressing key workforce issues related to Government strategies, including NP optimization, mental health and addictions, and palliative care initiatives.
  • Stakeholder Collaboration:
    • Develop and maintain collaborative relationships with the Unit/Branch/Division, Ministry, regulatory colleges, nursing associations, employer stakeholders, and other relevant external groups.
    • Engage in regular communication with nursing leaders, including employers, regulatory colleges, and associations, to share updates on Government initiatives and to gather feedback on workforce needs.
    • Participate in external provincial nursing committees such as the Registered Nurse Education Committee, the Licensed Practical Nurse Education Committee, and the Nursing Leadership Network.
  • Research and Analysis:
    • Conduct environmental scans and analyze literature regarding trends in nursing and health education.
    • Provide written and verbal updates, including data tables, fact sheets, occupational profiles, and briefing notes to senior leadership.
    • Gather and report on current nursing workforce research and initiatives from across Alberta, Canada, and internationally.
  • Grant and Contract Management:
    • Lead and manage grant and contract-funded Health Human Resource (HHR) initiatives, ensuring effective use of resources and accountability for funding.
    • Draft and negotiate grant agreements, monitor financial and progress reports, and maintain compliance with departmental and government policies.
    • Partner with stakeholders to maintain collaborative relationships and ensure successful project delivery.
  • Ministerial Support:
    • Prepare briefing documents to advise Department executives on HHR policies and programs aligned with Ministry goals.
    • Draft Ministerial correspondence, including public letters, key messages, speaking notes, and memos related to HHR issues, programs, and policies.

Qualifications

Minimum Recruitment Standards
University degree in nursing and four (4) years of related experience. Must be a regulated member of the appropriate college (i.e., College of Registered Nurses of Alberta).

The following experience is required:
  • Must have at least four years of experience working as a regulated nurse.
  • Preference to nurses with experience as a nurse leader.
  • Must have a working understanding of the Alberta health system, and roles and inter-relationships among various health system stakeholders.
  • Must have strong interpersonal, negotiation and problem-solving skills to develop and maintain excellent, collaborative relationships all stakeholders.
  • Requires highly developed verbal and written communications skills to communicate complex issues and processes.
  • Ability to work in a challenging, complex, and ever-changing environment.
  • Ability to think strategically, analyze and interpret complex, multifaceted policy issues and communicate conclusions, risks, implications and recommendations.
  • Awareness of social and political sensitivities regarding issues concerning various nursing and other health professions and the ability to craft key messages appropriate to the audience.
  • A strong desire to learn and to exercise curiosity.


The following experience is considered as assets:
  • Experience in a nursing/health human resource management, and/or policy is an asset.
  • A detailed understanding of grant and contract policies and procedures is an asset.
  • Project management skills are an asset.


The following experience will be given preference:
  • Master's degree in a health-related field.
