Why does the job exist?

This position is to lead or support daily procurement transactions to the entire agency in relation to Professional Services, General Services, IT Services, Grants, Contracts, RFP's/RFI"s/RFQ's, Lease Agreements, and such for contractual and financial services through the various funding sources. This will include negotiating, preparing and managing program contracts /agreements for goods and
services; PO/IPR creation; serving as the agency's Procurement Cardholder Lead, auditing, and reviewing PO reports, and serving as the agency's point of contact for Intergovernmental agreements (IGAs), Memorandum of Understanding (MOUs), Invitation to Bid (ITBs) and sole sources. The CPO will practice discretion and confidentiality for sensitive materials and may train agency staff, regarding ASD functions, role and purpose.

How does it get done?

Oversee, manage and serve as the department's Chief Procurement Officer (CPO) in concert with the agency's mission who will be responsible for the day-to-day operation of the procurement goods and services for the agency, in accordance with statutory regulations, policies and procedures. Requirement will be to obtain Chief Procurement Officer recertification every two
years before expiration date of last certification, if not in place upon hire.

Negotiate, prepare and manage program contracts/agreements/documents for goods and services in Scopes of Work, Deliverables
and determinations of the appropriate or relevant procurement method in accordance with New Mexico laws, policies and procedures.
Ensure the accurate and timely completion of all contract/agreement/document packets.

Lead or support daily procurement transactions to the entire agency in relation to Professional Services, General Services, IT Services, Grants, Contracts, RFP's/RFI"s/RFQ's, Lease Agreements, and such for contractual and financial services through the various funding sources. Serve as a Procurement Card (P-Card) Administrator. P-Card users are responsible to follow all applicable
laws of the state of NM, the New Mexico Procurement Code, State Purchasing/GSD and DFA rules and regulations regarding the PCard.

Oversee, manage and coordinate facility lease generation and termination processes by working with appropriate agencies, division personnel or leadership; maintain case records; mediate leasing issues between GSD and ALTSD; and manage equipment lease agreements.

Supervise employees, prepare employee's performance evaluations, provide coaching and development of financial/administrative duties and responsibilities and ensure mandatory trainings are completed on time, and set the goals and metrics for accuracy and accountability. Provide training and guidance as needed or requested for agency staff on aspects that correlate to function of ASD.

Provide oversight and approval of all daily financial transactions to include but not limited to: Purchase order's, contracts, advertising agreements, Intergovernmental agreements (IGAs), Memorandum of Understanding (MOUs), Invitation to Bid (ITBs), sole sources and the like.

Ideal Candidate

Fluent with Microsoft 365 platforms; CPO Certification preferred; Analytical and critical thinking capabilities; Interpersonal and collaborative skills; Written and verbal communication skills.

Minimum Qualification

A Bachelor's degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include management, supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course from the State of New Mexico or must pass and receive Defensive Driving Course Certificate within 90 days of employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display terminal (VDT) and extensive personal computer and phone usage. Some travel may be required. Ability to lift/carry up to 50 lbs.
