Task Order Program Manager
Experience: Minimum 8 years leading large-scale, complex digital/web solutions across the full SDLC.

We are seeking an experienced Task Order Program Manager.
Key Responsibilities:
  • Oversee day-to-day operations of designated Task Order(s), ensuring alignment with program objectives.
  • Serve as the primary point of contact for all program activities and decisions.
  • Provide technical leadership across teams; when necessary, perform Full Stack Developer responsibilities.
  • Engage stakeholders (e.g., AD Tech Advisors, ES, Cybersecurity, Privacy Office, Product Owners, PMOs) to articulate and elaborate on system-level solutions.
  • Identify and document critical system interfaces, constraints, dependencies, assumptions, risks, and mitigation strategies.
  • Develop actionable implementation plans with milestones and integrate into master schedules.
  • Represent the program at technical and executive-level meetings, delivering clear status updates and outcomes.
  • Produce concise, accurate meeting minutes to inform leadership decisions.
  • Ensure Agile storyboards, epics, and user stories meet clarity, scope, and INVEST criteria.
  • Ensure compliance with IRS enterprise and program-level requirements, including adherence to IRS IRMs, RPLRs, and applicable Guardrails.
  • Ensure non-functional requirements are integrated from inception through delivery.
  • Support technical demonstrations, peer code reviews, and production hardening.
  • Lead technical stakeholder discussions to ensure solutions meet business objectives.
  • Develop effective presentation materials (e.g., PowerPoint decks) to communicate concepts and solutions.
  • Lead root cause analysis for production incidents and drive resolution efforts.
  • Collaborate with production support to monitor system performance, identify technical debt, and manage O&M backlogs.
  • Lead development and prioritization of technical debt remediation efforts.
  • Partner with Solution Engineering to optimize system performance based on production data.
  • Rapidly understand and document enterprise infrastructure, including legacy and modernized system interfaces.
  • Provide systems analysis and direction to program teams as needed.
  • Troubleshoot integration points and recommend enhancements to ensure architectural alignment.
  • Maintain traceability between user stories and production KISAM tickets.
  • Prioritize stabilization and filing season readiness stories per AD management guidance.
  • Maintain daily, proactive collaboration with IRS AD Tech Advisors and SMEs, ensuring continuous alignment via Teams, chats, and frequent calls.
Required Qualifications:
  • Minimum 8 years of experience leading complex, cross-functional digital initiatives.
  • Expertise across the full Software Development Life Cycle (SDLC).
  • Strong leadership and communication skills to effectively engage executive stakeholders and technical teams.
  • Ability to synthesize complex information and produce actionable plans.
  • Proficiency in Agile methodologies, with demonstrated ability to align work with Agile principles.
  • Experience with IRS systems, processes, and documentation tools (e.g., OneNote) preferred.
  • Strong analytical skills with a focus on risk management, performance optimization, and technical debt resolution.
  • Ability to manage multiple priorities in a fast-paced, high-visibility environment.
