Hiring Rate: $80,480 - $90,539

Full Pay Range: $80,480 - $120,718

Work Schedule: 4-day work week
Must be able to work evenings, weekends and holidays as necessary depending on programs scheduling.

Position Overview
Under general direction, plans, schedules and supervises all aspects of the parks division including overseeing and coordinating the operations of the Parks division, scheduling and supervising all aspects of grounds maintenance and repair, supervising construction on City parks, developing and administering the Division's budget, and assisting in departmental planning and development of team. Performs related duties as required.
Essential Job Functions

Oversees activities of staff and volunteers by planning, scheduling, evaluating and supervising personnel engaged in ground maintenance activities of the City's park system; monitor work flow; review and evaluate work products, methods, and procedures; plans work programs using established agronomic practices to improve and maintain turf; plans new areas or changes in park maintenance in areas of cultivation, grading, and seeding; directs application of fertilizer, herbicides and pesticides. Oversees inspection of turf and parks to designate height and frequency of mowing. Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

Prepares and administers the budget by monitoring budget activities, ensuring key financial targets, goals and objectives are met including targets for cost recovery. Prepares and administers contracts for various parks and streetscapes projects, including capital projects and maintenance. Assists other departments with park-related or streetscape enhancement issues, including plan review, construction observation and policy development. Prepares and presents council memos and reports. Serves on the Development Review Committee and responsible for the implementation of development standards and ordinances related to parks and trails. Responsible for regular attendance and arriving to work on time.
Minimum Requirements

Graduation from an accredited college or university with a Bachelor's degree in Horticulture, Agriculture, Landscape, Public Administration or related area and five years of experience in parks maintenance, including three years of supervisory experience; or an equivalent combination of education and experience.

Comprehensive knowledge of irrigation systems, chemical applications, horticulture, turf management, and disease control; comprehensive knowledge of trail system maintenance and development; knowledge of lake front parks development is desired ; comprehensive knowledge of athletic field operation; good knowledge of recreation and maintenance practices; excellent written and oral skills; ability to schedule and manage multiple priorities; ability to establish effective working relationships with co-workers and general public; knowledge of principles of supervision, training and performance evaluation. Knowledge of occupational hazards and safety procedures related to park operations.
Skill in the use of computers and related software; ability to maintain records and prepare reports; ability to deal with general public in a tactful and diplomatic manner; knowledge of laws and codes applicable to Parks and Recreation.
Other Requirements

A valid Driver's License is required and ability to maintain city driving standards in accordance with the driver standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee pursuant to City policy.

Certified Playground Safety Inspector (CPSI) preferred. Texas Certified Nurseryman required or ability to obtain within 6 months of employment; Licensed Irrigator preferred. Must be able to work evenings, weekends and holidays as necessary depending on programs on schedule.
