The Workers' Compensation Administration assures the quick and efficient delivery of indemnity and medical benefits to injured workers at a reasonable cost to employers.

Why does the job exist?

The Chief Information Officer is responsible for the management of the IT Bureau and the agency's technology resources to ensure the WCA mission and strategic objectives are met with accuracy and efficiency. The CIO oversees the day-to-day operations of the IT Bureau and provides leadership and guidance to all IT staff

How does it get done?

IT Staff Administration: The CIO is responsible for providing guidance and supervising two direct reports and six non-direct reports which includes evaluating their performance and providing additional coaching / mentoring as necessary.

IT Service Delivery: The CIO is responsible for ensuring the delivery of IT services to internal and external users is in line with best industry standards and complaint with all policies and directives mandated by DoIT.

IT Project Management and Business Analysis: The CIO is required to take an active leadership role for all ongoing IT projects and serves as the Agency's IT point of contact for DoIT, outside vendors, and other stakeholders.

IT Security: The CIO is responsible for ensuring that the agency's IT systems are adequately secure and properly maintained in accordance with agency policies and DoIT mandated requirements.

IT Budget Management and Strategic Planning: The CIO is actively engaged in the development and execution of the agency's IT budget and strategic planning.

Who are the customers?

All WCA staff statewide, injured workers, workers' compensation attorneys, employers, insurers and other stakeholders engaged in the workers' compensation system.

Ideal Candidate

The ideal candidate will demonstrate significant experience providing guidance to IT personnel and managing information systems, and technology hardware. Such experience should include strategic and budget planning, a strong working knowledge in multiple IT disciplines such as systems administration, network administration, application development or similar is highly desired. Lastly, the ideal candidate shall possess strong written and oral communication skills with widely varied technical and non-technical audiences.

Minimum Qualification

Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and six (6) years of experience in at least two (2) of the following areas: Applications Development, IT Architecture, Data Management, Network Administration, Project Management, IT Security/Compliance, or Systems Administration. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. At least two (2) years leading an IT team.

If Minimum Qualification requires a specific number of "semester hours" in a field (e.g. 6 semester hours in Accounting), applicants MUST have those semester hours in order to meet the minimum qualifications. No substitutions apply for semester hours.

Employment Requirements

Must possess and maintain a valid New Mexico Drivers License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending, lifting and reaching may be required. Ability to complete assignments with a high level of accuracy within strict time constraints. Incumbent will have direct contact with customers to provide assistance. Must be able to lift 25 - 30 lbs. Occasional travel may be required.
