Why does the job exist?

The Office of Housing Planning and Production is a relatively new organization charged with addressing New Mxico's housing and homelessness initiatives. Prevention is key to achieving the Office's mission as is ensuring that people who do experience homelessness can quickly connect with assistance in their communities. This Project Manager role will be vital in strengthening networks of support and ensuring that families receive the help they need before experiencing homelessness. By working directly with communities, service providers, and Lived Experience Experts, this position helps create sustainable, prevention-focused solutions that make a lasting impact in New Mexico. This role will also contribute to the Office's overall mission and may provide support to other aspects of our work.

How does it get done?

Office of Housing Planning and Production Support
Participating in events and meetings to support or represent the Office's housing and homeless initiatives in various roles including presenting, facilitation or support.
Supporting communications and planning for the Office of Housing to improve statewide visibility of the Office's work and strategy.
Supporting projects outside of the assigned focus area as assigned.

Community Collaboration & Network Building
Facilitate partnerships between service providers, schools, healthcare organizations, and community groups to enhance preventative interventions for at-risk youth and families.
Organize and lead coalitions, working groups, and local initiatives to improve resource-sharing and ensure families receive coordinated support.
Work closely with Lived Experience Experts to ensure programs are informed by and responsive to community needs.
Convene stakeholder meetings, listening sessions, and focus groups to strengthen community engagement and gather feedback.

Project Implementation & Coordination
Oversee the execution of state-funded initiatives focused on preventing youth and family homelessness.
Ensure programs are aligned with community needs and are being implemented effectively.
Serve as the primary point of contact for community partners carrying out prevention initiatives.
Provide technical assistance and problem-solving support to organizations implementing programs on the ground.

Closed-Loop Referral System Development
Work with partners to formalize referral pathways so families receive timely and comprehensive support.
Identify gaps in the referral system and collaborate on strategies to streamline access to services.
Ensure data tracking and follow-up processes are in place to measure referral effectiveness and service outcomes.

Program Monitoring & Reporting
Track project progress, outcomes, and challenges to ensure continuous improvement.
Collect and analyze community feedback to inform program adjustments.
Provide regular updates to the Senior Project Manager and Director of Homeless Initiatives to ensure programs remain responsive and effective.

Ideal Candidate

Preferred Qualifications
Experience engaging with Lived Experience Experts and incorporating their insights into program design.
Familiarity with New Mxico's housing and social service landscape.
Understanding of trauma-informed care and culturally responsive service delivery.

Minimum Qualification

Required Qualifications
Master's in social work, public administration, community development, or a related field (or equivalent experience).
Three (3) or more years of experience in community-based program implementation, direct service work, or facilitation.
Strong experience working directly with youth, families, and local service providers.
Knowledge of homelessness prevention strategies, referral systems, and resource coordination.

Employment Requirements

Must possess and maintain a valid Driver's License. Pre-employment background investigation is required and is conditional pending results.

Working Conditions

Working conditions include, but not limited to, working in an office setting. May work extended or irregular hours and work under strict deadlines. May on occasion travel to attend and participate in job related activities. Exposure to computer terminal. Some lifting and bending.

Bargaining Unit Position

This position is not covered by a collective bargaining agreement.
