Why does the job exist?

This position handles oversight of all the financial resources of the Occupational Health and Safety Bureau (OHSB) and is the financial point-of-contact for the Department of Labor (DOL), Occupational Safety and Health Agency (OSHA), and other funding agencies.

How does it get done?

- Audit, monitor, direct, and allocate all Bureau expenditures and revenues
- Supervise two full time financial staff
- Oversee procurement and accounts payable for the Bureau
- Analyze Bureau finances in light of the divisional mission, grant terms, and goals
- Maintain budget projections and spend plan
- Help compile the appropriation request and operating budget
- Perform financial reconciliations for all funding sources, including multiple federal grants
- Reconcile payroll and periodic grant certifications including monthly grant certifications and personnel activity reports
- Assist Bureau staff in application, management and reporting of federal grants

- Occasional contact with external Federal, State and Local regulatory bodies as well as contractors and environmental not for profit organizations
- Internal staff

Ideal Candidate

The ideal candidate will have experience in the following:
- Federal grant financial management and state budget process
- Working in the State Human And Resource System (SHARE) system
- Procurement and accounts payable
- Supervising employees

Minimum Qualification

A Bachelor's degree in any field of study from an accredited college or university and six (6) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course certification.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending, and reaching may be required.
