What We Offer
The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $72,534 - $106,000. We also offer generous benefits for full-time employees which include but is not limited to:

The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. Employees must work within the state of Colorado on their off-site days.
In this position you can expect to work on site at our Airport Office Building located at Denver International Airport three days/ week. This opportunity will also take part in leading community engagement events which may occur during evenings and/or weekends.
What You'll Do:
The Center of Equity and Excellence in Aviation (CEEA) is a first of its kind in the aviation industry to support Denver in becoming the premier place that businesses come to find aviation talent. CEEA is an integral piece to implementing DEN's Vision 100 strategic plan, which will prepare the airport for 100 million annual passengers. The center is currently under construction within the Hotel and Transit Center and will be completed in 2026 as part of the Great Hall Completion.
The Denver International Airport Chief of Staff portfolio is currently seeking a CEEA Special Projects Manager to join their team. Reporting to the Manager of Innovation for CEEA, this position will provide project management for a wide variety of projects related to the operation of CEEA and in support CEEA's three pillars: Career Pathways, Research & Innovation, and the Business Development Training Academy.

- Project Management
- Develop and maintain comprehensive project plans, timelines, and budgets while managing cross-functional teams and external partners to achieve deliverables on schedule
- Coordinate multiple concurrent projects with competing deadlines while maintaining high quality standards and attention to detail
- Stakeholder Engagement
- Oversee operational readiness and transition tasks associated with the opening of the CEEA facility, in coordination with multiple stakeholders
- Build and nurture relationships with diverse stakeholders including community organizations, business leaders, and aviation industry partners to advance CEEA initiatives
- Adapt communication styles and methods to effectively engage with stakeholders at all levels
- Represents DEN in meetings and delivers presentations related to Research and Innovation programming
- Procurement & Contract Management
- Directs the development of contracts for CEEA including drafting request for proposals (RFP) for professional/services contracts, evaluating proposals, selecting successful bidder, presenting proposals to City Council, administering the contracts, and monitoring contracts for compliance and expenditures
- Develops and prepares an annual budget for project portfolio, monitors financial activities, develops required budget reports, and ensures invoices are paid
- Data & Reporting
- Create and implement tracking systems to monitor project progress, identify risks, and report outcomes to leadership and stakeholders
- Evaluate and assess results of assigned projects looking for opportunities to continuously improve
- Takes on unexpected projects and tasks with a 'can do' attitude
What You'll Offer:
We are looking for someone with some or all the following skills and experience:
- Prior experience working in a project management function with a PMP certification preferred
- Demonstrated success in executing complex, multi-stakeholder initiatives
- Experience managing facility operations and physical space activation
- Experience managing complex budgets and resource allocation across multiple concurrent projects
- Advanced skills in project management software, data analysis, and reporting tools
- Excellent written and verbal communication abilities with experience presenting to executive audiences
- Demonstrated ability to work independently while managing multiple complex workstreams
- Ability to communicate effectively with internal and external stakeholders
- Experience creating and delivering presentations to executive leadership or elected officials
Required Minimum Qualifications:
- Education requirement: Bachelor's Degree in Public Administration, Management, Sociology, Psychology, Political Science, or a related field.
- Experience Requirement: Three (3) years of full performance professional level experience developing, implementing, and administering programs.
- Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education for all classifications.
- Additional appropriate education may be substituted for the minimum experience requirements
