Position Objective:
This position manages and directs Metro-North Railroad's (MNR) Service Design Scheduling team (train and equipment) in support of short and long-term strategic plans.
Responsibilities:

Position Objective:
This position manages and directs Metro-North Railroad's (MNR) Service Design Scheduling team (train and equipment) in support of short and long-term strategic plans.
Responsibilities:
Oversee and direct work of the Service Design Scheduling group regarding the development and evaluation of periodic schedule changes including:
- Develop service change proposals that are cost-effective and will enhance service to our customers.
- Evaluate customer impacts and operating impacts (including costs) of specific proposals.
- Manage the schedule development team as they prepare train, equipment , and crew schedules. Ensure schedules are feasible, meet customer requirements , and allow for maintenance windows.
- Coordinate schedules with other rail operators (Amtrak, NJ TRANSIT, CDOT) to ensure that all schedule changes work with MNR and are included in MNR operating documents.
- Review and analyze operating performance with the Transportation, Maintenance of Equipment (MOE) and Maintenance of Way (MOW) Departments to identify recommended schedule adjustments.
- Oversee the production of operating schedule booklets at each schedule change.
- Produce operating bulletin orders to effect schedule changes including spring and fall changes, as well as interim adjustments and temporary schedule changes.
- Oversee the management of relevant schedule databases to ensure that schedules are published to internal- and external-facing systems accurately and timely.
Oversee and direct all work of the Service Design Scheduling group regarding the monitoring and periodic recommended revision of Metro-North equipment plans:
- Conduct analysis of ridership data.
- Oversee the development of equipment programs to accommodate new schedules, changes in ridership or infrastructure.
- Manage equipment program development to maximize equipment utilization and minimize car-miles and associated propulsion expense.
- Evaluate both customer and operating impacts of equipment plan changes.
- Prepare special programs for holiday periods and special events.
- Oversee the production of standee reports.
Participate in the Emergency Management Task Force, including:
- Annual updates of the Alternative Service plans included in the Metro-North Emergency Plans ("Red Book").
- Assist the Director of Service Design and Production in working with Operating departments during operational emergencies as needed to adapt/develop and implement service plans and schedules to respond to the particular circumstances of the situation. Produce special schedule documents for distribution internally and to the public.
- Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manage team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.
Required Qualifications:

- Extensive knowledge of rail transit or other transportation operations.

The Following is/are preferred:
- Strong knowledge and understanding of Metro-North Railroad Operations.
Required Education and Experience:
- Bachelor's Degree in Transportation Planning, Planning, Business , and/or related field. Demonstrated equivalent experience, education , and/or technical credentials to include an additional four (4) years of related experience may be considered in lieu of degree.
- Minimum of eight (8) years of experience in planning and/or service development , preferably in a transportation environment. In place of experience in planning or service planning, a minimum of eight (8) years progressively more complex experience in passenger rail operations.
- Minimum of six (6) years of experience managing professional staff and/or projects.
The following is/are preferred, but other satisfactory combinations of relevant experience, education, and/or technical credentials will be considered:
- Graduate Degree in: Transportation Planning, Engineering, Planning, Business, and/or related field.
