Introduction

The STAR Program Office (STAR) is seeking to hire an Advanced Peoplesoft Developer or PeopleSoft Financials and Supply Chain Management (FSCM) Development Section Lead. This position is responsible for working with members of the STAR Program Office, State Agencies, and DOA Division customers to provide solutions to business problems. The Advanced Developer focuses on developing and enhancing web-based applications. The FSCM Development Section Lead functions as a project manager for major PeopleSoft FSCM initiatives and projects; along with the daily support of the State of Wisconsin's PeopleSoft FSCM enterprise technology environment. The incumbent is expected to design advanced technical solutions and mentor/train on all aspects of the PeopleSoft applications. Level will be determined based off applicant qualifications and experience.

Located in downtown Madison, the State Transforming Agency Resources Program Office (STAR) is an efficient and reliable enterprise-wide system designed to provide better consistency among state agencies as well as a modernization of the State's IT infrastructure. STAR maintains the state's finance, budget, procurement, business intelligence and human resource functions.

This position will have the option of working remotely upon agreement of the supervisor but may be asked to come into the office periodically. This schedule may change based on operational needs and organizational requirements.

Position Summary

Advanced Peoplesoft Developer (IS Enterprise Systems Development Services Specialist )

Under the general supervision of the Development Section Chief and team leads, in the STAR Program Office, this position manages activities for and performs complex product development and maintenance for State of Wisconsin's enterprise technology environment. Specifically, PeopleSoft Financials, Human Resources, and Supply Chain Management systems. This position is an agency technical expert or can transition to be the expert in PeopleSoft suite of development products.

Key Responsibilities:

  • Support the State of Wisconsin's enterprise technology environment through:
    • the expertise of the application development process. This includes the analysis, design, build, test, implementation and support of reports, interfaces, conversions, and extensions.
    • the leadership of ongoing support and maintenance of systems upgrades and updates.
    • acting as a liaison between business and technical teams
    • ensuring development, implementation, and support throughership skills to ensure the timely delivery of internet and intranet applications.
    • ensuring the Application Integration & Development process is managed properly to achieve the overall business goals.
    • managing the definition and implementation of the solution ensuring both the business and technical requirements are met.
    • developing solution and plan alternatives to meet the requirements of incoming data requests.
    • understanding the various tools and techniques that are needed to support the State of Wisconsin's enterprise technology environment:
      • Enterprise Relationship Diagrams
      • Databases
      • Operating Systems
      • PeopleTools
  • Ensure the reporting process and structures are defined, implemented, improved, and adhered too.
  • Planning and direction for the implementation and operation of statewide and internal systems.

Development Section Lead (IS Enterprise Systems Development Services Consultant Administrator )

Under the general supervision of the Development Section Chief, in the STAR Program Office, this position is responsible for providing an advanced level of technical expertise for planning, development, implementation, management and administration of applications and support services for State of Wisconsin's ERP Systems , specifically, PeopleSoft Financials and Supply Chain Management systems. This includes the research, standardization, deployment, administration, and support of all relative tools associated with a particular application, customer or client.

This technical leader is expected to have comprehensive knowledge of PeopleSoft technology framework (PeopleTools, Integration Broker, Fluid UI, Reporting Tools, Workflow, LifeCycle Tools). In addition, be reasonably well-versed in the functionality of PeopleSoft Financials and Supply Chain Management systems.

STAR Program Office's Development Section's work encompasses all phases in the Systems Development Life Cycle. As a result, this position requires advanced working knowledge of systems analysis and design, data modeling, databases and operating systems, management information systems, and knowledge of leadership techniques, service- oriented architecture (SOA), software design patterns, and Agile practices. This position defines, researches, and selects the tools, techniques, standards and methodologies to be used in enterprise application development activities. This position mentors and trains team members and recommends standards to meet the industry best practices.

Salary Information

Starting salary for the IS Enterprise Systems Development Services Specialist (07-33) will be between $34.16 - $52.40 an hour. Starting salary for the IS Enterprise Systems Development Services Consultant Administrator (07-32) will be between $39.04 - $59.36 an hour. A twelve-month probationary period may be required. Current State employees will be compensated in accordance with the current State Compensation Plan.

Job Details

Due to the nature of the position, DOA will conduct background and/or fingerprinting checks on applicants prior to selection. DOA does not sponsor work visas. All employees are expected to live and work in Wisconsin. Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. Qualifications

Minimally qualified applicants will have experience in both of the following:

  • PeopleSoft development experience utilizing PeopleSoft technology framework (PeopleTools, Integration Broker, Fluid UI, Reporting Tools, Workflow, LifeCycle Tools)
  • Production PeopleSoft support experience

In addition to the above qualifications, well qualified applicants will have experience in one or more of the below:

  • Direct involvement with at least one PeopleSoft FSCM implementation and/or multiple FSCM PeopleSoft PUM upgrades.
  • Experience with leading a team of PeopleSoft developers
  • Experience with translating customer business requirements into PeopleSoft design deliverables and able to estimate corresponding work effort
  • Leadership experience in PeopleSoft upgrade projects
  • Leadership experience in complex PeopleSoft development projects
  • Experience with integrating PeopleSoft with non-PeopleSoft systems
