Main Purpose of Job
The Maryland Health Services Cost Review Commission (HSCRC) seeks an Associate Director to oversee the collection and dissemination of financial, clinical and supplemental data for the Commission. The HSCRC, a State agency, regulates hospital services quality and cost, relying on comprehensive data from acute care, rehabilitation, and psychiatric hospitals to inform its oversight. The hospital data is crucial for validating Commission policies, ensuring hospital compliance, monitoring industry trends, and developing effective healthcare strategies. The position plays a key role in maintaining one of the nation's most robust hospital data sources.
This position is responsible for leading the team responsible for the collection and dissemination of clinical, financial, and supplemental data from all HSCRC-regulated hospitals. This includes developing analytics to monitor the quality of data submitted from hospitals; developing new and modify existing clinical and financial reporting requirements; leading the Commission's activities related to acquisition and management of external data (i.e., Medicare & Medicaid data) and interagency data integration and coordination efforts. In addition, the incumbent collaborates with Principal Deputy Director to develop and maintain HSCRC security, confidentiality, and retention/destruction policies; monitors data sharing agreements to ensure compliance with federal and state-mandated security directives; and supervises the approval and processing of internal and external data requests.
MINIMUM QUALIFICATIONS
Qualified candidates must possess the following:
Bachelor's degree from an accredited college or university in a related field (e.g., data science, statistics, healthcare administration, finance, or accounting); a Master's degree in one of these fields is preferred.
A minimum of 10 years of experience at a Maryland hospital finance or reimbursement department.
A minimum of 10 years of experience in data analytics, healthcare data management, or a related field.
Proficiency in SQL, data visualization tools (e.g., Tableau, Power BI), and statistical software (e.g., R, SAS, Stata) is strongly preferred.
DESIRED OR PREFERRED QUALIFICATIONS
The desired candidate should possess excellent quantitative and written communication skills, as well as a collegial approach and demonstrated ability to lead projects and supervise a diverse team of professionals.
