Job Duties

Serves as primary advisor to the Chief Information Officer (CIO) on Data Governance and Analytics related to agency functions. Develops, integrates, and manages Data Analytics, Business Intelligence, Data Engineering, Data Architecture, and Data Security programs, ensuring the alignment with best practices and agency objectives. Consults and advises officials and executive managers on a broad range of data governance and data sharing and analytics issues on behalf of the CIO. Manages the Economic, Informatics and Analytics unit and data warehouse and data management staff; handles administrative duties (budget/HR/IT/procurement/risk/compliance); oversees studies and projects; reviews and assesses impact of changing legislation and technologies; and ensures agency compliance in related areas.

Minimum Qualifications
Extensive knowledge of data management principles/practices, particularly related to big data technologies and data analytics programs; IT project planning and organization; the design, development, and validation of descriptive, diagnostic, predictive, and prescriptive analytics; business drivers and uses for data; data governance policies and procedures; and effective business administration and strategic leadership practices needed to advise and support executive management decisions. General knowledge of the business drivers and uses for data in one or more operational domains, such as Administrative, Human Services or Workforce Development and Advancement.
Strong leadership, facilitation, project management, and oral and written communication skills. Considerable skill in the use of a personal computer with standard office software suitable for business administration and creation of visually and verbally persuasive materials, presentations, and reports.
Demonstrated ability to provide results-driven, strategic, and innovative management solutions; apply business knowledge, technical skills, and people skills to organize and lead multiple concurrent data projects involving cross-functional groups in a unified direction; establish effective controls for data sharing, management, and analytics services; facilitate collaboration and consensus among stakeholders and partners; identify business opportunities and initiate action to adopt improvements; prepare visually/verbally engaging reports and presentations that are responsive to the interests and concerns of officials/executives.

Additional Considerations
Education, experience, and/or training in computer science, data science, engineering, management information systems, statistics, analytics, or a related field.
Extensive experience working with comprehensive data analytics, data science, data engineering, or related field; building and leading cross-functional teams of data and analytics professionals; advocating for the value of data analytics to diverse audiences; and consulting role for senior managers and executives.
Must complete mandatory training and forms related to the Statement of Economic Interests requirements.
Extensive experience working in data architecture, data engineering, data management, or related roles.
Familiarity with state administrative policies and procedures related to staff management and performance.
