Summary
JOB SUMMARY:
The Court Administrator is appointed by the Judge(s) of the District Court. The Court Administrator is responsible for assisting the Presiding Judge in formulating policies and procedures and managing administrative actions. The Court Administrator serves in a confidential capacity and is responsible for managing court operations related to case processing, budget and payroll preparation for the District Court and management, and oversight of civil and criminal divisions of the District Court. The Court Administrator is also responsible for receipt, accounting and disbursing of public or custodial funds. The Deputy Administrator, Criminal Division Director and Civil Division Director report directly to the Court Administrator.
Essential Duties
Duties:
Implement Court policies, procedures, and methods.
2. Provide leadership and support to all District Court employees.
3. Direct Deputy Court Administrator's collection of statistical data collection and public information including court website and informational pamphlets.
4. Supervise, evaluate, and train Criminal Division Director and Civil Division Director.
5. Knowledgeable in all court computer programs including JIS and CLS-CMS.
6. Formulate and submit to the Presiding Judge recommendations for mandated changes and any other changes for improving the operation of the Court.
7. Liaison to all outside agencies and the public on policy and procedural matters and court rules.
8. Responsible for overall management functions relating to staff levels, job descriptions, case flow, records management and maintenance; jury utilization; preparation of reports required by various agencies, and for implementing organizational change.
9. Maintain collaborative working relationship with judicial officers, staff, county departments, other team members and community stakeholders to increase efficiencies and ensure fair and timely processing of court cases.
10. Responsible for recruiting and hiring personnel; evaluating employee performance and overseeing staff compliance with personnel rules.
11. Responsible for assisting in annual budget preparation, managing budget, submitting requests to other County departments and State agencies as required pursuant to State and local statutes and ordinances regarding court finances, operations and administration.
12. Responsible for maintaining inventory records.
13. Supervise execution of contracts and leases.
14. Appear before County Board of Commissioners on behalf of District Court as required.
15. Oversee, evaluate and provide recommendations to judicial officers regarding computer software and equipment for operations in all District Court departments.
16. Oversee and coordinate with county departments, administrative office of the courts, other entities and district court departments for all for equipment, court recording system and computer hardware and software acquisition, maintenance and replacement.
17. Oversee cost quotes, grant applications, contracts and all other aspects related to court funding, purchases, revenues and expenses of the District Court.
18. Responsible for payroll; purchasing supplies and equipment; and paying of invoices in accordance with State and County accounting procedures.
19. Responsible for the accounting of all funds received and disbursed as required by statute.
20. Assist other personnel as needed.
21. Maintain an office in each court location.
22. Evaluate programs and implement changes as necessary.
23. Coordinate personnel training.
24. Coordinate judicial officers' attendance at education programs and similar events.
25. Coordinate with Presiding Judge upon selection regarding duties to be delegated to Court Administrator.
26. Communicate with Presiding Judge regarding duties as directed.
27. Perform other duties as directed by the Presiding Judge.
28. Attend and actively engage in trainings on bias, equity, inclusion and allyship.
29. Maintain regular, predictable, and punctual attendance during regularly scheduled work hours at worksites.
30. Perform other related duties and/or special projects as required.
31. Participate in the District Court management team.
Qualifications
MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILLS & ABILITIES:
Comprehensive knowledge of statues and rules governing the operation of the District Courts. Knowledge of effective office management practices. Ability to organize work and meet established deadlines. Ability to plan, organize and supervise personnel engaged in work requiring accuracy and attention to detail. Ability to manage various-sized clerical units; Ability to follow oral and written instructions. Ability to establish and maintain effective working relationships with co-workers, public officials and the general public. Ability to work effectively under pressure. Skilled in the use of standard office machines and equipment; Accurately and completely enter, update, retrieve, prepare and process court related information, data and documents using court computer systems and software including JIS, DISCIS, and all CLJ-CMS. Skilled in the use of Microsoft Office programs including Word and Excel. Skilled in attention to detail and accuracy.

WORKING CONDITIONS:
Work is primarily performed in an office environment, with varying degrees of noise and temperament of people. Physical requirements include, sitting, standing, walking, reaching, pushing, pulling, a sense of touch, finger dexterity, ability to grip with hands and fingers, ability to hear voice conversation, ability to speak and the ability to read existing records in their original and stored formats. Occasionally, there is a need to lift up to 20 lbs.

Qualifications
MINIMUM QUALIFICATIONS:
- Bachelor's Degree or greater from an accredited college or university in business, communications, judicial administration, public administration or related field and at least two years of professional management experience OR Any combination of training and work experience within the court system, legal or criminal case processing which indicates possession of the knowledge, abilities and skills necessary to successfully fulfill the duties of this position.
- A valid Washington State driver's license and acceptable driving record.
- Must pass a criminal background check.
- Must be bondable.
