Overview:
Under general supervision, performs analytical tasks in the areas of invoice review and contract compliance, budget development and control, performance measurements, policies and procedures and special projects within the business unit. Performs various administrative and financial fact-finding projects.
This is a non-exempt position in Salary Grade 185: Min $37.65 - Mid $45.17 - Max $52.70 hourly. The starting salary will be within this range based on qualifications.
The position will remain open until a candidate is selected.

Qualifications
Any combination of education and experience equivalent to a bachelor's degree in business administration, Management, or similar field with a minimum of three years directly applicable experience.

- Prepares the business unit's operating and capital budgets, which may include tracking expenses against budgets. Reviews and makes recommendations on the viability and feasibility of line-item requests. Researches and prepares line-item justifications for new cost elements, identifies funding sources, and identifies supporting rationale for changes in budget projections. Functions as a liaison between division and finance staff for budget development, including resolution of any system issues.
- Inputs requisitions as required. Reviews division invoices for accuracy and ensures timely Project Manager review/approval. Ensures budget compliance as well as proper coding of invoices and payment requests.
- Prepares and reviews monthly and quarterly budget status reports and identifies significant elements for presentation to management. Prepares status reports on key budget projects, provides budget overview and recommendations. Contributes substantially to the preparation of year-end projections and accruals. Utilizes the budget activity reporting system to collect, analyze, report, explain variances and identify errors.
- Oversees Project Management Manual compliance and maintenance. The Manual will be reviewed and updated no less than annually.
- Conducts contract assessments to ensure compliance with Contracts Administration and Materials Management policies and procedures. Participates in drafting and developing scopes of work. Assists with the business unit's procurement and contract administration activities.
- Prepares monthly invoice review cover sheets for Project Manager approval.
- Leads annual External Affairs Division Workplan and Budget Development process.
- Ensures all contracts follow the standard format and remain in compliance, e.g., contract amendments.
- Implements policy procedures for the acquisition, maintenance, and disposal of computer and software assets.

- Assists with Disadvantaged Business Enterprise (DBE) goal setting and compliance.
- Assists in implementing community and business outreach programs, ensuring the company's mission and strategic goals are accomplished.

- Conducts monthly invoice review and coordinates with individual Project Managers on protocol compliance and ensures net 30 payment.
- Collects, compiles, and analyzes financial data for both short- and long-range planning, including collecting and analyzing data for the Comprehensive Business Plan/Financial Planning and Analysis.
- Performs project controls activities for a variety of marketing and outreach programs, provides centralized planning, contract monitoring and invoice reviews needed to ensure projects and programs remain compliant, on-track, on-time, and within budget.
