I. DESCRIPTION OF SERVICES
Texas Health and Human Services Commission requires the services of 1 Project Manager 3, hereafter referred to as Candidate(s), who meets the general qualifications of Project Manager 3, Project Management and the specifications outlined in this document for the Texas Health and Human Services Commission.
All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

8 or more years of experience, relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected. Certification in Project Management by a recognized project management organization or Scrum Master a plus.

HHSC is looking for a Project Manager to oversee a new project, STAIRS (State of Texas Automated Information Reporting System) to modernize the current solution. The project/solution would result in enhancing the current system and automating additional business functions enabling more effective for tracking, monitoring, and auditing, service provider cost reports, submissions, and documentation.
The Project Manager understands the PMI framework, Project Delivery Framework, and QAT reporting requirements for Major Information Resource Projects. The successful candidate understands business and technical objectives of modernization. The worker will be expected to manage communication with stakeholders, project team(s) and must develop strong relationships with key decision-makers. The worker should be able to comprehend and communicate complex technical designs and implementations as well as complex business processes.
The Worker will need to perform the following tasks and assignments:
- Creating required project documentation, presentations, and artifacts as necessary.
- Providing weekly status updates (written and verbal) and conducting regular project team status meetings.
- Presenting and reports to leadership and oversight entities (e.g., Executive Steering Committees, QAT, etc.); escalating risks and issues, as appropriate, in a timely manner.
- Some on-call support may be required depending on project phase.
- Acting as a liaison between stakeholders and project team(s).
- Ensuring project meets the standard HHSC guidelines and procedures and developing project artifacts in accordance with Texas Project Delivery Framework.
- Managing and monitoring the project schedule, scope, budget; overseeing and tracking development progress, and ensuring project assignments and progress align with project timelines.
- Documenting risks, issues, and contingency plans; ensuring resolution of issues and removal of project impediments.
- Overseeing the development of SDLC artifacts, ensure business requirements get translated into technical specifications, guide, and facilitate the SDLC process.
- Developing and maintaining strong relationships with project sponsors and stakeholders.
II. CANDIDATE SKILLS AND QUALIFICATIONS
Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 10 Required Project Management Experience for large-scale Enterprise Implementations 8 Required State of Texas or Similar Federal/State Project Management Experience 8 Required Project Management /Systems Analyst Experience leading and managing legacy modernization projects 5 Preferred State of Texas Project Delivery Framework Experience 5 Preferred Experience with low code/no code solution 3 Preferred Experience with Texas Statewide systems 3 Preferred Experience in State of Texas QAT process for major Information Resources project (MIRP)
III. TERMS OF SERVICE
Services are expected to start 04/28/2025 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 850 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.
The primary work location(s) will be at 701 W 51st Street, Austin, TX 78751. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
