Job Summary
The AFC Network Project Manager will plan, manage, and assist in the implementation of network, application and/or infrastructure projects for the Automated Fare Collection (AFC) - Fare Revenue Department. The Project Manager will define, recommend, design, and implement new and best uses of network technology including improvements to existing AFC networks to support MBTA business needs and efficient operation. This role also involves evaluating new networking equipment and providing guidance on network implementation for new construction projects and locations.

Duties & Responsibilities

  • Work in collaboration with AFC Fare Revenue Stakeholders, MBTA IT and supporting departments to identify ways of maintaining business continuity through network technological innovation.
  • Develop technical specifications and contract documents supporting network projects and operations.
  • Manage procurement efforts, develop and direct network project schedules and budgets.
  • Run AFC network project meetings and supervise project staff and contractors.
  • Manage the work of third-party vendors to successfully implement projects.
  • Monitor vendor performance and compliance.
  • Report and track project status including budget adherence, schedule adherence, risk management, and scope management.
  • Escalate issues/concerns to management in a timely fashion as appropriate.
  • Assist with the processing of invoicing and contract administration for network projects.
  • Create and maintain project documentation and status reporting for management
  • Work with AFC - Fare Revenue Teams to ensure the business needs, funding, available resources, urgency, and alternatives are all identified for network projects.
  • Prepare cost and time estimates for proposed network projects.
  • Work laterally with other IT teams to assure service levels are met and AFC network infrastructure in maintained in a state of good repair and kept up to specifications.
  • Work in partnership with the IT Security Team to maintain compliance to IT security policy and protocol for MBTA networks with specific focus on maintaining AFC network security integrity.
  • Utilize supported MBTA tools such as Microsoft Office 365 Suite to improve and facilitate enterprise-wide collaboration, communication, and productivity.
  • Problem solve issues that arise in project implementation applying knowledge and skill to make corrections.
  • Oversee network projects through each phase of the project life cycle.
  • Assist with production incident management when needed.
  • Respond to each inquiry, whether from a customer, vendor or co-worker in a professional and courteous manner.

Minimum Requirements & Qualifications

  • Bachelor's degree from an accredited institution in Computer Science or a related field.
  • Five (5) years of experience overseeing the design and implementation of network projects.
  • One (1) year of supervisory/ lead experience.
  • Experience working with network hardware and software supporting projects in Wi-Fi, computing/storage hardware/software, Amazon Web Services, Azure, Microsoft technology stack, VMware.
  • Excellent organizational, analytical, communications, multi-tasking, time management and interpersonal skills.
  • High level of knowledge of installation and configuration with a wide variety of network technologies.
  • Full understanding of all routing protocols.
  • Ability to manage various vendors and collaborate across departments.
  • Able to analyze, plan, implement, maintain, troubleshoot, and enhance large complex networks consisting of a combination that may include LANS, WANs, and the physical and logical components that integrate these systems together as an enterprise networking backbone.
  • Ability to apply creativity and resourcefulness to accomplish goals and objectives.
  • Have excellent customer service skills.
  • The ability to provide internal and external customers with a courteous and professional experience.

Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement.
  • An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement.
  • A master's degree in a related subject substitutes for two (2) years of general experience.
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience.

Preferred Experience and Skills
  • Experience working with Cisco and Fortinet technologies.
  • Experience working with IT system and network management tools such as SolarWinds.
  • Project experience with federal, state or local government.
  • Experience working with ACE (Adaptive Communication Environment) and SONET (Synchronous Optical Network) network structures.
  • Experience in a transportation agency with knowledge of fare collection applications infrastructure networks.
  • Demonstrated experience with ServiceNow or similar service management / ticketing system.
  • Exercises good judgement from experience and knowledge to prioritize network projects and select the most effective method for executing project tasks.
  • Skilled at collaborating with vendors, consultants, internal teams, and business representatives at various levels.
