DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The General Services Department (GSD) is seeking a Division Manager to oversee and manage the daily operations and functions of the Environmental Management Section of the Property Management Division.
GSD's Environmental Management section provides environmental consultation and remediation on behalf of other city departments; additionally, this section manages environmental site assessments, soil/groundwater monitoring/analytical testing, material testing for construction projects, asbestos abatement, fuel spill cleanup, soil remediation, underground fuel storage tank removal/replacement and indoor air quality assessments and remediation.
GSD is looking for a qualified professional with management experience within a public or private sector entity that manages environmental compliance activities. The position sets goals for staff, establishes priorities, plans, assigns, supervises their work, and is responsible for
performance measures and outcomes. The manager is responsible for the oversight of and coordination of the Environmental Management-related projects and initiatives as well as the activities of environmental service contractors. This position serves as the liaison to other departments for environmental projects and coordinates environmental projects for other City departments and provides support in the construction and renovation of city facilities.
Incumbents perform professional, complex technical and program management assignments related to environmental compliance operations, demanding considerable knowledge of related program and regulatory requirements including development planning, design standards and regulations, construction and maintenance
Additional responsibilities of this position include (but are not limited to):

The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.
EXPERIENCE REQUIREMENTS
Seven years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity.
Substitutions:
A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.
LICENSE
Valid Texas Class C driver's license and compliance with the City of Houston Motor Vehicle Assignment and Use Policy (AP 2-2).
PREFERENCES

- Manages asbestos, lead, and mold surveys and abatement projects.
- Coordination with the Department of Neighborhoods and the Mayor's office for the demolition of dangerous buildings.
- Manage ongoing evaluation of the environmental conditions of assigned facilities.
- Establish strategies and procedures that prioritize environmental task orders for assigned facilities.
- Manages and participates in the development and implementation of goals, policies, programs and priorities for the Environmental Section.
- Manages, trains, develops, counsels and evaluates staff performance.
- Recommend within departmental policy, appropriate service levels; develops, recommends and administers policies and procedures.
- Supervise contractors'/vendors work at facilities.
- Review contractors' invoices for accuracy and completion.
- Communicates with client departments, staff, contractors, and leadership to plan, organize and coordinate and deliver services.
- Follow industry, government and city environmental procedures.
- Coordinate with Design and Construction Division and Security Management Division.
- Assist in requests for information from the Texas Commission on Environmental Equality, the Environmental Protection Agency, and the Texas Department of Health and Human Services.
- Monitors and keeps informed of current trends in the field of environmental services, including legislation, court ruling and professional practices and techniques; evaluates their impact and recommends policy and procedural modifications accordingly.
- Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management, staff and the public.
- Performs other duties as assigned.
