General Description
Provides support to the Department of Health and Human Services Director and oversees the administration, coordination, and liaison activities of health programs. Is responsible for assisting the Director with planning, organizing, implementing and directing the County Health Department to effectively and efficiently accomplish the mission of the Department. May oversee the activities of health education and promotion, environmental quality and health, disease prevention and control, health protection and promotion through media, grants and contracts, information management, intergovernmental policy and planning, budgeting and accounting, and staff management and development. Works closely with the County Health Authority, Commissioner's Court, and other public officials and health professionals on matters of the public's health. Reports significant events, data, and concerns on a periodic and as needed basis. Provides executive leadership, management and coordination for the Hidalgo County Health Department. Reports directly to the Health Department Director and works closely with other elected officials and policy-making bodies. Organizes and facilitates interactions between the county Health Department, other county departments, and external groups and constituents. Guides the development of tactical and long-range plans to further the objectives of the county's public health plan. Travel will be required.
Examples of Work Performed
Provides assistance to the Director in the following areas:
Facilitates the development of performance objectives, monitors performance objectives, and evaluates the performance of each program in the department.
Works with other public entities to coordinate service delivery, improve impact of programs and/or ensure the overall mission of the Health and Human Services Department is being accomplished in the community.
Serves as liaison and coordinates tasks with federal, state and local agencies, organizations and associations.
Works in developing and implementing a strategic plan for community health for Hidalgo County.
Plans for public health needs in communities and develops programs to meet those needs.
Evaluates current delivery of health services.
Develops and directs special programs against communicable and other diseases.
Coordinates all outreach activities through supervision of the program managers.
Facilitates communication and interaction among Health and Human Services Department supervisors and county departments as well as external groups.
Makes presentations to community organizations.
Maintains up-to-date knowledge of public health issues and management techniques.
Conducts evaluations and analysis of various public health issues.
Monitors performance and evaluates the performance of program supervisors in the department.
Assists the Director with the management of personnel matters.
Assists the Director with management of the department budget.
Assists the Director with grants and contract management.
Assists the Director with purchasing of supplies, equipment, and other procurement items to ensure procurement and budget compliance.
May respond to constituent and physician inquiries.
Hires, trains, conducts performance evaluations, and disciplines staff as needed.
Ensures that programs comply with state and federal guidelines, standards, and regulations.
Performs other related duties.
Education and Experience
A Bachelor's Degree.
Five (5) years of experience in public health or a related field and managerial/executive level experience in the health sector.
Certificates, Licenses and Registration:
Must have a current valid Texas motor vehicle operator's license.
Must be able to be insured by the County's insurance carrier.
Knowledge, Skills and Abilities
Knowledge of: public health principles and practices, laws and regulations, management information systems, social marketing strategies, public and private insurance, current social and scientific concepts and trends in field (s) related to the health service area, and city, county, state, and federal organization.
Ability to: develop and present health reports, implement changes, manage conflict and implement problem- solving initiatives; motivate employees; demonstrate public speaking leadership.
Must possess strong communication and presentation skills.
Demonstrated ability to develop creative programs which increase efficiency and effectiveness.
Demonstrated ability to conduct research and evaluation of programs and resources.
Goals and Objectives:
Provide increased access to quality preventive and comprehensive diagnostic/treatment services for eligible clients by maximizing the use of primary prevention, early detection, and management of health care.
Assure that prevention and health promotion are integral parts of all department services.
Assure availability of quality services to all Hidalgo County residents across the care continuum.
Ensure county health care clinics meet state and federal regulations and county health care professionals are licensed/certified, meet and abide by all applicable department and state regulations.
Minimize health disparities.
