The City of Pleasanton is seeking a Management Analyst to support the Waste and Recycling Division within the Public Works Department, providing high-level management support, program oversight, and strategic analysis. This role will oversee SB 1383 implementation, including monitoring, enforcement, procurement, and edible food recovery, while analyzing waste data and evaluating program effectiveness to enhance recycling and sustainability efforts. The Management Analyst will lead the Recycling Coordinator and represent the City in key intergovernmental committees and agencies. Typical Duties

  • Performs responsible administrative and analytical support to the assigned department. Serves as liaison on administrative matters between the department and other city departments, committees and citizen groups.
  • Conducts complex research projects; gathers and analyzes data; writes reports; develops recommendations, cost implications and implementation guidelines for new programs and existing and proposed projects.
  • Develops new and reviews established procedures, systems and standards, and makes recommendations on modifications or changes in organization, staffing and related management activities.
  • Assists Department Head and other professional staff in determining priorities, methods, standards and sequences of work necessary to achieve objectives.
  • Reviews memoranda, reports and analyses to summarize and make recommendations.
  • Analyzes and develops processes, procedures and forms for work simplification, computer application and methods for improving workflow.
  • Prepares and coordinates a variety of information and statistical data for reports, presentations, grant applications and special projects.
  • Acts as staff to assigned committees by preparing meeting agendas, reports, monitoring programs and presenting proposals and recommendations.
  • Attends departmental staff meetings and provides staff assistance by conducting research, preparing information and written reports for meetings.
  • Provides information to staff and the public related to assigned activities; prepares press releases, City Council staff reports and presentations; and answers correspondence.
  • Assists in preparation and administration of the department budget; prepares financial and statistical information.
  • Performs other related duties, as assigned.

Minimum Qualifications

Any combination equivalent to experience and education that would likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:
Education:Equivalent to a Bachelor's Degree from an accredited college or university with major course work in, Business or Public Administration, or a closely related field.
Experience:Four (4) years of professional experience related to the department or program the position functions within, with at least two (2) years of journey level work for a public agency.
License:A valid California Driver's License is required.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:
  • Principles, practices, methods, and trends of public sector government, business administration, organizational development, management and supervision.
  • Finance, including methods of financial record-keeping and report preparation, financial analysis, budgeting, research, and statistical methodologies.
  • Modern office practices, methods, computer software and equipment.
  • English usage, grammar, spelling, vocabulary, and punctuation.
  • Techniques for effectively representing the City when in contact with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.
  • Principles of management and supervision including work planning, direction, training, and evaluation of work and staff performance.
  • Techniques for providing a high level of customer service to public and City staff, in person and over the telephone, written or electronically.

Skill and Ability to:
  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner.
  • Use initiative and independent judgment to organize, set priorities, coordinate, and to meet critical time deadlines of regular assigned duties.
  • Read, interpret and apply rules, policies, procedures, complex laws, codes, regulations and ordinances; and modify existing policies, strategies, and/or methods.
  • Make accurate arithmetic, financial, and statistical computations.
  • Effectively collect and analyze complex data and sensitive information using established criteria in order to determine consequences and to identify and select alternatives.
  • Prepare clear and concise reports, correspondence, policies, procedures, and other written materials, and summarize facts and recommendations accurately.
  • Supervise, develop, and evaluate subordinate professional, technical, and support staff.
  • Use English effectively to communicate in person, over the telephone or in person, and in writing.
  • Make effective public presentations, and Interact with the public and all different levels of City staff in a professional manner.
  • Effectively represent the division and the City in meetings with governmental agencies, professional, and regulatory, and legislative organizations.
  • Establish and maintain effective working relationships with those contacted in the course of the work.
  • Understand and carry out oral and written instructions.
  • Operate modern office equipment including computer equipment and specialized software applications programs.

  • Management Pay and Performance Plan - This plan provides an opportunity for individuals to earn up to 20% above their control point for continued exceptional performance over time.
  • Medical Insurance - Choice of one of four comprehensive health plans (available only in specific geographic areas of Northern California).
  • Dental Insurance - City paid, including $2,000 maximum orthodontic benefit.
  • Life Insurance - Twice annual salary to maximum $100,000.

  • Deferred Compensation Program - Two deferred compensation programs are available from which to choose, allowing employees to maximize contributions to their retirement accounts on a pre-tax basis. Management employees are eligible to participate in both programs concurrently.
  • Vacation Leave - First through fourth year accrued at 6.667 hours per month; fifth through ninth year accrues at 10 hours per month; and progressing with years of service.
  • Administrative Leave - Seven days per year, paid if not taken. City Manager may authorize an additional three days per year based on performance.
