As a Subcontracts Manager, you will:
Provide leadership and guidance to a team of subcontract administrators, ensuring that all team members are trained, developed, and empowered to perform their duties effectively
Develop and implement strategies to improve subcontract administration processes, ensuring compliance with Government, corporate, and company requirements
Oversee the solicitation and evaluation of proposals, negotiation and preparation of complex subcontracts, and monitoring of subcontractor performance
Negotiate subcontract provisions, such as price, schedule, work statements, and terms and conditions
Identify and mitigate risks associated with subcontract administration, ensuring that all subcontract-related issues are addressed promptly and effectively
Collaborate with internal stakeholders, including program managers, project managers, and other related functions, to ensure that subcontract administration activities are aligned with company objectives
Develop and maintain relationships with external stakeholders, including subcontractors, suppliers, and government agencies, to ensure effective communication and collaboration
Establish and track key performance indicators (KPIs) to measure team performance, identify areas for improvement, and implement corrective actions as needed
Provide guidance and oversight on subcontract changes, disputes, and claims, ensuring that all issues are resolved promptly and fairly
Participate in fact finding activities pertaining to subcontractor safety, quality, and performance execution
Drive Partner2Win initiatives and evaluate supplier performance relative to cost, delivery, integrity, quality, performance objectives, contract compliance, and other factors.
Ensure that all subcontract administration activities are conducted in compliance with applicable laws, regulations, and company policies, including the Federal Acquisition Regulations (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS)
Represent the company in external forums, including industry conferences and government meetings, to promote the company's interests and stay informed about industry developments

Required Skills and Education
- Bachelor's Degree in a related discipline and 8 years or more of directly related work experience or equivalent experience
- Generating, negotiating, and executing major subcontracts/purchases
- Managing Subcontracts or Procurement teams
- Project and Supplier Management
- Financial Acumen
- Cost Analysis (Cost and Pricing Determination, Commercial Item Determination, Competitive Analysis)
- Experience in a large, complex, multifaceted environment
- Proven leadership and management experience
- Excellent communication, interpersonal, and negotiation skills
- Strong analytical and problem-solving skills
- Expert knowledge of:
- DoD contracting
- FAR/DFAR regulations
- ITAR (International Traffic in Arms Regulation)
- EAR (Export Administration Regulation)
- Working knowledge of:
- CPSR audits and requirements
- Subcontractor solicitations and bid analysis/process
- Ability to:
- Motivate and manage personnel
- Resolve contractual conflicts with subcontractors
- Develop and implement continuous improvement strategies
- Collaborate with other departments (Contracts, Finance, Programs, Operations, and Compliance Teams)
- Develop and utilize metrics to proactively manage the department and meet critical business objectives

- Advanced degree, such as an MBA or JD, or a professional certification, such as a Certified Professional Contracts Manager (CPCM) or a Certified Supply Chain Professional (CSCP)
- Experience in Ship Repair industry
