About the Department
The Engineering Division of the City of Pasco has been reorganized into two focus areas:
  • Capital Improvement Program Engineering Division (Public Works Department)
  • Development Review & Long-Range Planning Engineering Division (Community & Economic Development Department)

This position is within the CIP Division, leading key infrastructure efforts to support the city's current and future needs.

ESSENTIAL FUNCTIONS
Essential Functions
  • Prepare plans, specifications, estimates, and bid documents for public works construction projects, including streets, utilities, and treatment facilities
  • Serve as project engineer and lead consultant selection, contract negotiation, and project delivery from design through construction
  • Review project proposals and ensure compliance with City codes, comprehensive plans, and engineering standards
  • Lead and supervise engineering staff in technical work, project development, and contract management
  • Prepare and manage project budgets and schedules; ensure cost-effective delivery and fiscal responsibility
  • Coordinate with internal departments and external agencies on project requirements, reviews, and construction oversight
  • Develop and administer grants and funding agreements, ensuring regulatory compliance and accurate reporting
  • Evaluate construction progress through site inspections, resolving design issues, and ensuring contract compliance
  • Administer consultant agreements and monitor project expenditures and timelines
  • Respond to public inquiries and support community engagement efforts related to capital projects
  • Participate in interdepartmental and public meetings, making technical presentations as needed
  • Stamp and approve engineering documents and specifications as a licensed PE

POSITION QUALIFICATIONS

Minimum Qualifications

  • Bachelor's degree in Civil Engineering or closely related field
  • Seven (7) years of progressively responsible engineering experience (four years at the professional level)
  • Valid Washington State driver's license
  • Professional Engineer (PE) license in Washington, or ability to obtain within 6 months
Preferred: Experience with public works infrastructure, utilities, capital projects, and local government operations
