This is an excellent opportunity for to serve as a Senior Director of Comprehensive Case Management, within the Prisons Division. This position is located in Tumwater, WA.

This position, located in the Department of Corrections, Office of the Assistant Secretary - Prison's Division, is responsible for providing executive leadership, strategic direction and planning, and direct management and oversight for the department's core classification, case management, transportation, extradition, restricted housing, jail contracts, throughout the agency and with a specific focus on the operations divisions (men's and women's prisons, community corrections, reentry centers, health services, and specialized services) case management, classification and transition needs for incarcerated/supervised individuals and violators.

This position provides executive level, strategic leadership for the following core practices: Classification, Capacity and Transportation, Mission Housing, Jail Contracts, Case Management, LEN, End of Sentence Review, and community notification. This position directly contributes to the agency's mission to improve public safety by providing executive level leadership, strategic planning, and program oversight throughout the agency and operating divisions. Decisions made by this position impact the agency, employees, individuals under jurisdiction, and external stakeholders.

This position is responsible to provide executive level leadership to others to ensure the effectiveness, efficiency, consistency, and accountability of core correctional operations, programs, and services. Serves as a member of the department's Executive Strategy Team and Extended Leadership Team.

Duties

Scope of Control and Influence:

This position serves as a key member of the Office of the Deputy Secretary's Executive Leadership Team (EST) and uses strategic judgment, problem solving, and management informed decision-making to oversee and manage multiple programs, people, and processes across the agency and correctional operations divisions. This position requires professional mastery of sound correctional practices, advanced management principles, and effective people management skills. This position's scope of authority and degree of impact encompasses the entire agency with a specific focus on the operating divisions (health services, community corrections, prisons, case management, and specialized services, with significant impact both within and outside corrections/state government.

The incumbent uses strategic judgment and management informed decision-making in establishing department wide policy and practices and providing strategic direction for the correctional operations divisions and programs. Position will assist with the development of biennial budgets for multiple divisions and programs. Prisons Division planning and development of biennial budgets, agency request legislation, and decision packages as well as managing own operating budget. Develops, implements, and monitors department wide policies, procedures, and practices that provide strategic, operational direction for Assistant Secretaries, Deputy Assistant Secretaries, Superintendents, Administrators, and other Extended Leadership team members. Ensures compliance with department directives, mission, values and key agency goals and initiatives.

This position represents the department in operational policy matters to internal and external stakeholders including: operating divisions, state government, legislature, and the community. Responsible for establishing, maintaining, and enhancing relationships and partnerships with national correctional organizations, partner state agencies, and external stakeholders.

Executive level, strategic direction and decisions made by this position directly and indirectly impact safety and security in correctional facilities, field offices, work releases, administrative offices, health services, case management, and in community settings. Failure to address any of these core correctional classification and case management aspects (including transition) puts the department, employees, individuals under our jurisdiction, and members of the community at risk of harm, potential litigation, and threatens individual and employee safety and security.

This position will be accountable to:

  • Plan, lead, organize, and control the work performed by direct reports, indirect reports, and others throughout the department and operating divisions.
  • Direct, monitor, and oversee core correctional operations such as: incarcerated individuals classification, case management, and transportation throughout the agency and with a specific focus on the overseeing divisions (prisons, community corrections, health services, and specialized services) case management, classification and transition needs for incarcerated individuals.
  • Coach and mentor peers, administrators, managers, and employees and provide access to training appropriate to level of authority and responsibility.
    Support effective, respectful communications throughout the organization. Maintain the highest standards of professional and ethical conduct. Provide and ensure working environments are free from discrimination and harassment.
  • Strengthen public confidence in the integrity of the department by demonstrating and setting the tone for the highest standards of personal and professional integrity, fairness, honesty, and compliance with both the spirit and the letter of the law.
  • Promote an environment of public trust free from fraud, abuse of authority, and misuse of public property. Respect and protect privileged information accessible through the course of official duties.
  • Monitor the application of federal and state laws, administration of rules, regulations, and orders of other agencies with jurisdiction within the department.
  • Ensure policies and procedures comply with the Collective Bargaining Agreements (CBA).
  • Facilitate and encourage public information and education activities by conducting tours, speaking to community groups, and by providing verbal/written information concerning core correctional practices.

Qualifications
Required Qualifications:

Applicants must demonstrate the following: skills, abilities, and knowledge, through education, work experience, personal experience, or a combination thereof:
  • 6 Years Leadership and Supervision: Ability to lead, mentor, and develop employees by setting clear expectations, providing guidance, and monitoring performance.
  • Equity and Inclusion Awareness: Ability to recognize and address systemic barriers in hiring and operational practices, ensuring a fair and inclusive work environment.
  • 6 Years Operations Management: Experience managing adult corrections operations or a similar high-risk, structured environment, including developing and implementing policies, procedures, and performance standards, with at least 3 years' working experience conducting custody classification, and a comprehensive knowledge of Restrictive Housing and Security Threat Group dynamics.
  • Conflict Resolution and Problem-Solving: Ability to respond to difficult or stressful situations in a way that minimizes conflict and maintains professional relationships.
  • Budgeting and Administration: Experience in budget development and financial management within a public-sector or operational setting.
  • Communication and Relationship Building: Strong written and verbal communication skills, with the ability to collaborate with diverse stakeholders, including state agencies, legislative bodies, and community organizations.
  • Policy Knowledge and Compliance: Understanding and application of laws, policies, and procedures related to correctional facilities or similar regulatory environments.
  • Continuous Learning and Professional Development: Ability to identify professional growth needs and actively pursue training or development opportunities to stay current in the field.

Preferred Qualifications:

The following qualifications are not required but may enhance a candidate's ability to succeed in the role:

- Experience in executive, managerial, or administrative leadership in a correctional or similarly structured environment.

- Experience managing diverse teams with varying levels of professional experience and expertise.

- Experience with budget development, strategic planning, and program management in a government or public-sector setting.

- Knowledge of Washington State correctional laws, policies, and procedures.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
