Description:

Zachary Piper Solutions is currently seeking a TS/SCI cleared Senior Systems Engineer with a strong background technology development to support the Principal Director, Microelectronics in the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)) in the management and execution of the Department of Defense (DoD) Microelectronics Commons program. The Systems Engineer will proactively support the Government Microelectronics Commons Program Manager in executing the microelectronics research and development strategy for the Microelectronics Commons, a CHIPS and Science Act-funded national network for onshore, microelectronics hardware prototyping, lab-to-fab transition of semiconductor technologies and semiconductor workforce training.

Location: Arlington, VA

Responsibilities:
  • Track, prioritize, and rapidly respond to ongoing actions to enable customer success in evaluating strategic and technological approaches and synchronizing DoD efforts.
  • Support Government Executive Director in project management and execution for Microelectronics Commons program elements.
  • Coordinate Technical Area Leads on technical and programmatic issues and opportunities.
  • Support the Government Workforce Development Commons Technical Execution Area Lead in management of workforce development efforts.
  • Develop and/or provide input and recommendations to technical roadmaps, project description summaries, abstracts, briefs, information papers, and whitepapers.
  • Support Microelectronics initiatives including development of strategy, issue papers, briefings, and funding options and alternatives for senior DoD Leadership.
  • Assess and provide recommendations on technical approaches and proposals for Microelectronics Commons projects.
  • Support Government oversight of prototyping facilities that demonstrate at-scale the system-level benefits of innovations in microelectronics materials, processes, devices, and architectural designs.
  • Engage stakeholder community across Services, industry, and academia to identify microelectronics technologies and applications and workforce strategies that align with Microelectronics Commons program objectives.
  • Support Other Transaction Authority (OTA) Request for Solutions (RFS) development, proposal evaluation, and award processes.
  • Support planning, execution, and facilitation of program reviews and meetings.
Qualifications:
  • Bachelor's or Master's Degree(s) in electrical engineering, computer engineering, systems engineering, or related field with 10+ years of experience in Systems Engineering.
  • Clearance: TS/SCI.
  • Experience with technology development and hardware prototyping.
  • Experience in preparing, coordinating, and presenting briefings.
  • Demonstrated knowledge of the DoD organizational structure and budgeting process, OSD inter-office coordination, and communication protocols.
  • Experience in supporting science, technology, engineering, and mathematics (STEM) workforce development.
  • Strong written and verbal communication skills.
  • US citizenship required.
Desired Qualifications:
  • Experience in one or more of the six DoD-critical technical areas: Secure edge/Internet of Things (IoT) computing, 5G/6G technology, Artificial intelligence hardware, Quantum technology, Electronic warfare, and Commercial leap ahead technologies.
  • Experience with microelectronics hardware prototyping.
Compensation:
  • Salary Range: $160,000 - $200,000 (based on experience).
  • Benefits: Cigna medical, dental, vision, 401k, 20 days paid time off, 11 federal holidays, and sick leave as required by law.
