VPU Context:

The East Asia and Pacific Region (EAP) and the EAP Regional Infrastructure Department (IEADR).

The EAP region serves 22 client countries with a total population of about 2 billion. Clients range from large IBRD countries such as China, Indonesia, Vietnam and the Philippines; to smaller IDA countries (or IDA/IBRD blend countries) such as Cambodia, Laos, Mongolia, several Pacific Island states, Papua New Guinea and Timor-Leste. The EAP region presents a dramatic illustration of the global dynamics, opportunities and risks of the 21st century. EAP has made spectacular progress towards achieving the WBG's twin goals, eliminating extreme poverty and boosting shared prosperity - extreme poverty declined faster than any other region and the income of the bottom 40 percent increased substantially. Such a rapid transformation has made EAP one of the most dynamic regions in the world. However, it also faces significant challenges such as managing the largest shift in rural-to-urban population in human history, coping with rising inequality, addressing large infrastructure gaps, dealing with climate change, and building human capital.

The EAP Infrastructure Department (IEADR) is responsible for project lending and policy advisory work in the energy, transport and urban related climate action and private capital mobilization space for the EAP Region. The department presently comprises an energy and extractives unit (IEAE1), a transport unit (IEAT1) and two Urban units (IEAU1 and IEAU2).

The transport sector is undergoing momentous changes due to a variety of factors, including mega trends, such as digitalization, urbanization and climate change, as well as shocks from the COVID19 Pandemic, changing supply chain networks, and regional integration efforts in many parts of the world. These major changes and trends are disrupting traditional business models and networks and laying bare the vulnerability of the transport sector. At the same time, these changes, shocks and trends offer the World Bank, policy makers and development partners a historic opportunity to shape the global transport agenda and steer the sector into a sustainable, resilient, and inclusive mobility system. while the transport sector is key to achieving the sustainable development goals, it also comes with many externalities, including congestion, air pollution, GHG emissions, and traffic accidents. Recent research also shows that transport solutions (and externalities) have differential impacts on women and men.

Transport Competencies

Duties and accountabilities:

EAP Transport (IEAT1) portfolio has increased substantially with a total of 30 ongoing projects and seeks to recruit an Operations Analyst in Washington DC to provide operation and analytical support to its growing program. The position will have a combination, both regional level activities and country specific activities. The Operations Analyst will have an active role in the unit's portfolio monitoring and quality assurance and provide operational support to task teams. She/He will report to the IEAT1 Practice Manager and will work closely and collaborative with the Senior Operation Officer, both based in Singapore. The Operations Analyst will have the following key duties and responsibilities, noting the work program might be adjusted based on business needs and evolving priorities:

IEAT1 Pipeline, Portfolio, and ASA Monitoring /Research and analytics.
Monitor the Unit's lending pipeline, and ASA on a regular basis by collating and analyzing data and following up with the TTLs on the milestones and deadlines.
Contribute to active Unit's portfolio monitoring, identifying risks and issues, and preparing tables and data for regular operational updates on the status of deliverables and portfolio for management and staff.
Conduct Unit's pipeline and portfolio data analysis, prepare reports and presentations and material for portfolio deep dives. Monitor and analyze portfolio data (including TFs), prepare materials for portfolio reviews, and identify cross-cutting issues and key trends.
Follow-up with TTLs to prepare inputs for EAP deliverable meetings, and on regular portfolio housekeeping matters.
Collaborate with TTLs to monitor and report on follow up actions resulting management meetings portfolio/pipeline reviews and discussions, and portfolio deep dives.
Support monitoring of the Unit's commitments to regional MOUs and reporting on Corporate Commitments

Contribute to and coordinate preparation of briefing notes, talking points and presentations produced by the Unit, including collecting and preparing background data tables and graphs and contributing to the analysis and preparation of the PPT.

IEAT1 Quality assurance and operational support to task teams.
Support Practice Manager and Senior Operation Officer in review and quality assurance of Unit's operational products (mostly IPFs) at all stages of the project preparation, including draft Concept Note packages, PADs, Negotiation packages, Board packages, restructuring packages, AMs and MLs, ISRs, ICRs, and various other operational documents that require PM's clearance and/or decision.
Support ICR authors on planning and ensuring the appropriate process of ICR preparation and assists the Practice Manager with ICR quality review by bringing knowledge and experience with Bank Operations, sector, region, and ICR Guidelines.
Serve as Unit's champion on Operations Workspace and Standard Reports and assists task teams in a time-sensitive and constructive manner in resolving operational issues (including related to the Operations Workspace, use of standard reports, etc.) and follow up with ITS, Ops and OPSC helpdesk teams, as needed.
Support task teams and contribute to the preparation and supervision of selected investment projects and ASAs. Assignments will be discussed and agreed with the Practice Manager.Support teams working in countries under Fragile and Conflict-affected Situations.
Participate periodically in missions as needed to support assigned teams and deliverables.
Coordinate with the EAP Operations Service unit on quality review of documents and packages submitted for the Regional Vice Presidency approval/clearance.
Serve as focal point for packages submitted to the World Bank Board.

IEADR Support
Contribute to and coordinate preparing presentations, background material and briefs on a wide of range of strategy and operational issues.
Conduct research/background work on a wide spectrum of topics in support of the Practice Manager and IEADR's leadership team.
Handle other ad-hoc operational and analytical tasks as needed, in support of the Practice Manager and IEADR's leadership team.

Selection Criteria
Education: Master's degree in relevant field (Economics, International Development/ Affairs, Public Policy, Science, or related field)
Experience: At least 2 years of relevant experience in operational quality assurance (lending and ASA) and portfolio analytics and monitoring. Experience working with countries under Fragile and Conflict-affected situations. Good knowledge of Bank policies and practices relevant to operations, at all project cycles, including completion reports. Demonstrated ability to use the Operations Portal, Operations Workspace and Standard Reports. Good knowledge of Bank's corporate priorities and initiatives. Ability to review strategy, sectoral/ASA, and project documents for compliance with relevant Bank operational templates, policies, and procedures. Ability to support project teams, partners, and clients in project preparation and implementation (including liaising with experts on planning, budgeting, project financing, procurement.
Communication: Excellent written and oral communications skills in English. Strong interpersonal, communication, relationship building and diplomatic skills, demonstrated client skills. Sound analytical skills and demonstrated ability to apply a practical approach to problem solving
Project Management: Sound analytical skills and demonstrated ability to apply a practical approach to problem solving. Excellent workflow management and task organization skills. Strong drive for results and demonstrated ability to multitask well under pressure, attend to detail, and followthrough
