Position Summary
The Deputy Director of Public Works is responsible for assisting the Department Director in the management and leadership of engineering; construction; maintenance operations; repair, and custodial services for all municipal buildings; fleet; land coordination; and streets utilizing the total resources and assets of the department, and to ensure quality customer service and improve the quality of life of the community. This is a "hands on" position calling for a team leader cognizant of the obstacles and opportunities associated with municipal operations. This includes working closely with the Director and Division/Section Managers on the basic conceptualization of the efforts through their final presentation, facilitating the resolution of issues regarding projects, managing internal and external communications, and serving as the lead for oversight of day to day operations. Depending on the operational needs of the Department, the Director may assign direct supervision of one or more Department Divisions/Sections and/or individual employees as necessary.
Education, Training, Experience, Certifications, Licenses and Registrations
Education / higher education: Bachelor's Degree
For required college degrees, applicable field(s) of study: Civil engineering, construction management, or related discipline to the operation of the Department
Minimum number of years of directly related experience: Five years directly related experience in civil engineering, construction/maintenance operations, or related discipline to the operation of the Department, two years of which are in a supervisory capacity.
Education and/or experience preferences: Master's degree in the any of the above-mentioned or relevant discipline. Prefer experience in a municipal government and supervising in a union environment.
Driver's License requirement: Frequent Driver -- Regular Driver's License Frequent Driver Required Endorsements: none

Knowledge, Skills and Abilities
Knowledge: Knowledge of civil engineering practice, project management, paved and dirt road maintenance, and state construction and maintenance standards and codes.
Skills: Reading, analyzing, and interpreting the most complex and sensitive documents, to include construction plans technical reports, legal documents, and financial reports that apply to the work. Writing highly technical or legal reports, memoranda, and position papers for public dissemination using original or innovative techniques or style. Must be able to type rapidly and accurately enough to successfully produce documents/spreadsheets, communicate via e-mail, or perform data entry as necessary to accomplish the essential functions of the position. Use of technology, equipment, and software typically used in the office environment. Making effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups and forums, and/or elected and appointed officials. Analyzing, interpreting, and applying advanced mathematical concepts to solve organizational problems. Applying principles of logical or scientific thinking to a wide range of intellectual and practical problems.
Abilities: Respond effectively to the most sensitive inquiries, complaints, or disputes from regulatory agencies, customers, managers, and the general public.
Interaction with Groups/Agencies/Entities: Internal: Works with department directors and managers on planning and implementing the City's infrastructure projects; conducting fleet, building maintenance, and custodial services; and land coordination efforts that may have a significant impact on provision of City services. Responds to requests for information from members of the Governing Body and the City Manager. Maintains harmonious, courteous, and understanding relationships, while fostering a collaborative teamwork environment. External: Works with members of the business community, developers, consultants, other government agencies, and with community organizations to secure support for public programs and respond to City infrastructure problems and concerns in a timely manner. Presents a friendly, courteous image for the City to the general public, customers, and public officials.

- Assist the Director with managing engineering functions for the Department.
- Manage internal communications to include: create staff meeting agendas, field questions from employees, communicate the department's mission to employees, manage an employee training program, and work with Division and Section managers to draft reference tools that staff can use to more effectively deliver services.
- Serve as ombudsman for the department by coordinating efforts to address citizen concerns and City Manager/City Council concerns as delegated by the Director.
- Oversees the planning and review process for land use, specification, and mapping of all new infrastructure projects proposed by land developers, contractors, and City staff.
- Assist the Director with managing personnel issues, including being a liaison with Human Resources and a resource for the Division managers.
- Assist in developing and implementing the Department's monthly and annual work plan, performance goals and objectives, and evaluates results.
- Assist in preparing and administering the Department's annual budget.
- Provides technical expertise in the review and formulation of recommendations to the Governing Body.
- Assists in developing the Department's annual operations plan to include measurable goals and objectives and detailed work plan for approval by the City Manager and dissemination to the senior management team.
- Assists the Director with managing building, custodial, fleet & roadway maintenance functions for the Department.
- Assists in developing and implementing strategies to ensure quality customer service to citizens, contractors, vendors, and government agencies and addresses customer service issues in a timely and responsible manner.
- Evaluates Departmental productivity and employee performance and initiates strategies for improvement, as required.
- Meets with the general public, City departments, government agencies, developers, consultants, and contractors to discuss infrastructure and department priorities and issues.
- Assists in planning and assigning work activities and projects, monitors workflow, and evaluates results of the Department staff.
- Oversees and supervises the project management of all maintenance and operations functions and projects to ensure compliance with established parameters and applicable local, state, and federal standards.
- Develops, reviews, recommends, and implements policies, plans, and strategies to meet goals and objectives, resolve issues, determine resource requirements, and program deliverables; determines scope and priorities of projects and develops programs and policies to support present and future needs.
- Provides technical expertise in the review and formulation of recommendations to the Governing Body.
- Conducts employee performance evaluations, recommends hiring, disciplinary action, and termination, and resolves employee disputes and conflicts.
- Assists the Director as needed as the City's liaison with other governmental and private organizations as required in carrying out Department responsibilities
- Represents the City's interests on local, state, and national boards and committees.
