The SCA's Architecture and Engineering Department is responsible for development of scope, design, and construction documents for new school buildings, additions, lease conversions and renovation work of existing schools for New York City's approximately 1.1 million students. Our projects are intentionally and thoughtfully designed; positive impact design is at the forefront of all our projects.
Our In-House studio is a multidisciplinary practice that is responsible for designing some of the largest and most complex schools in our 1,500+ school portfolio as well as renovation work to existing schools. Our other two studios manage external consultants from design inception to completion. Our three studios are comprised of talented architects and engineers who are driven to deliver high quality custom designed, sustainable, and resilient public schools.

Job Description Summary
The Engineer - Level A, B or C is a registered Professional Engineer reporting to a Managing Engineer, Managing Architect, higher-level Engineer or Architect and is responsible for performing work in a variety of assignments and technical roles, as needed, to achieve the objectives of the Authority. The Professional Engineer should have knowledge in design and implementation of Stormwater Pollution Prevention Plan (SWPPP) as related to stormwater runoffs. The candidate shall also have good knowledge of water infiltration through the foundation of existing buildings.

Responsibilities include but not limited to:
Engineer - A
Perform civil engineering work in the field and office in a variety of assignments and technical roles. Gather, review and survey information and identify site features and utilities to be removed, design Stormwater Pollution Prevention Plan (SWPPP) and prepare for the project and permit process. Prepare geotechnical tests guidelines and percolations tests. Coordinate and provide best storm water management practices. Design and prepare all applicable DEP applications including site connection, cross connection and SWPPP application. Inspect premises, witness soil testing, water infiltration issues through foundation walls, and prepare reports. Review maps, plans drawings, and specifications for the construction, demolition or alterations of structures in connection with SWPPP, local laws, rules and regulations. Review design projects, both Rehabilitation and New Building Projects. Perform and/or supervises the preparation of scope, pre-schematic, schematic, preliminary and construction documents. Work with a wide range of technical, professional, managerial and support personnel, consultants, contractors, vendors, government agencies. May function as a project lead on several less complex design and construction projects, such as new school modernizations, additions, leased space and CIP projects. Review contractor's submittals and shop drawings, design review of work, rehabilitation and new building projects. Maintain and develop general understanding of architectural and engineering principles. May be required to sign, seal and file engineering drawings.
Engineer - B
May perform duties listed under Engineer A. Will perform QA/QC reviews of all SWPPP plans and application to ensure quality and compliance with DEP's requirements. May direct lower level Architects and Engineers, Technical Inspectors, Quality Assurance Specialists, Associate Architects and Associate Engineers, and Architectural/Engineering Technicians. Work on several more complex design projects such as large primary schools, small intermediate schools, special types of buildings, full modernizations, large additions, and specialized and/or numerous CIP projects. May act as a discipline leader in a department to train and develop internal staff in the architectural discipline. May chair or participate in department seminars and workshops. Provide mentoring for professional development of lower level employees. Train new SCA employees and contingent staff, as well as outside design consultants, on SCA standards and procedures. May coordinate the work of consulting firms and/or individual consultants and contingent staff on projects and does design review of outside consultants.
Engineer C
Responsible for performing work in a variety of assignments and technical roles, as needed, and manages team members and/or contractors on projects to achieve the objectives of the Authority. May perform duties outlined under Engineer A and B. Work as a project leader on multiple, complex construction projects and major design and exploration programs to plan, assign, direct, manage, and supervise the work of stakeholders such as Engineers, Architects, Quality Assurance Specialists, Technical Inspectors, Associate Engineers, Associate Architects, and Architectural/Engineering Technicians, resolving any problems that occur. Manage multiple projects at the same time.
Ensure compliance to codes, standards, and that the project is completed on schedule. Performs design review of work prepared by other engineers/architects. Assists in preparing new design standards and procedures. May coordinate the work of consulting firms and/or individual consultants and contingent staff on projects. May be required to sign, seal and file engineering drawings.
Minimum Qualifications:;
Baccalaureate degree plus;
Level A requires: A valid New York State license as a Professional Engineer.
Level B requires: A valid New York State license as a Professional Engineer and three years of full-time, paid post-licensure experience as a Professional Engineer; two years must be as a project engineer; project team, or squad leader
Level C requires: A valid New York State license as a Professional Engineer and six years of full-time, paid post-licensure experience as a Professional Engineer; three years must be as a project engineer; project, team, or squad leader; or a comparable level of responsibility.

Subject to the provisions of the Collective Bargaining Agreement, the appointment rate for any newly hired employee, or employees with less than two years of active City or SCA service, shall be 15% less than the applicable incumbent rate or step.
