Job Description

The Utah State Board of Education (USBE) invites you to consider an opportunity where you can strive to make a difference every day. USBE is currently looking for a dedicated educator to fill an Educational Specialist position. This position works closely with the USBE and postsecondary career and technical programs to support colleges, districts and charters in improving Career and Technical Education (CTE).
Principal Duties
This position requires extensive understanding of Utah Career and Technical Education pathways for K-12 and Postsecondary programs. The position's primary role will oversee and monitor Career & Technical Education (CTE) programs and provide technical assistance to Utah postsecondary education institutions. This includes degree-granting and technical college institutions, in relation to Perkins V and other federal compliance requirements. This role serves as a trainer, monitor, and liaison between the Utah State Board of Education CTE department, Utah System of Higher Education (USHE) and individual colleges. The ultimate goal is to lead postsecondary subgrantees in implementation efforts to achieve student success and continuous improvement. The duties include:

- Providing leadership as a statewide expert in the development and implementation of CTE programs and pathways.
- Demonstrating elements of effective instruction and leadership; effective written and oral communication; and the ability to link current knowledge with new ideas and processes.
- Ensures Utah's postsecondary education grantees comply with the Carl D. Perkins Career & Technical Education Act.
- Federal grant, large scale project management and accountability experience.
- Excellent interpersonal skills and ability to work well with people.
- Excellent communication and public speaking skills including the ability to effectively present information and respond to questions.
- Planning, development, promotion, and evaluation of CTE programs.
- Provide guidance and technical assistance for accurate data preparation, collection, and evaluation.
- Presenting complex ideas and knowledge to small and large groups.
- Collaborating with colleges, universities, and other education institutions to improve processes and programs.
- Leading innovation and collaborative efforts within CTE and other partners.
- Providing and organizing training for CTE instructors and administrators.
- Ensure compliance with Utah's state plan, applicable federal and/or state laws, regulations and/or agency rules, standards, and guidelines, etc.
- Travel to various locations in and out of state for professional learning and/or professional meetings.
- Facilitating meetings with small and large decision-making groups.
- Serving on committees and completing other duties as assigned.
The ideal candidate for this position is someone who has:
- Three years of administrative experience including experience in Career & Technical Education.
- Three years of postsecondary CTE experience.
- Five years of experience as a CTE instructor.
- Successful supervisory experience.
- Experience and understanding of Utah's postsecondary degree granting and technical college institution.
- Successful experience rolling out new and innovative pathway program(s).
- The ability to collaborate well with others and excited about working towards common CTE, USBE and USHE goals.
- Ability to work independently and collaboratively in finding opportunities and solutions for teachers and administrators in CTE programs.
- Excellent technical and communication skills with an understanding of current MS Office, Adobe, Canvas software and other applicable tools.
Preference
Preference will be given to individuals who have:
- Experience working with or managing a Carl D. Perkins grant.
- Experience with developing, reviewing and improving Perkins CTE programs.
- A current secondary educator license with a current CTE endorsement or current CTE teaching experience at a USHE institution.

- Annual leave and sick leave are accrued at 4 hours per pay period each (4 hours annual, 4 hours sick).
