Location
The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. In this position you can expect to work on-site and at off-site meetings, with some evenings and weekends at least three days a week. Employees must work within the state of Colorado on their off-site days.
In this position you can expect to work on site at the Wellington E. Webb Building, 201 W. Colfax Ave., Denver, CO 80202.

The agency creates opportunities for innovation to take root in local government and throughout the community to address local challenges. As the HRCP Community Empowerment Division Director, you will be instrumental in standing up the community empowerment division; housed in the Denver Human Rights and Community Partnerships agency.
Your work will be crucial in driving positive change, promoting transparency, and delivering timely information that links residents with the city.

Specifically, as the HRCP Community Empowerment Division Director, you will:
- Strategic Planning on Community Engagement: Create a guiding framework for the City's community engagement that defines and delivers on the pillars of empowerment for Denverites.
- Develop systems and processes for coordinated citywide engagement system by serving as a liaison and supporting body for all agency community engagement teams in conjunction with Mayor's Office engagement staff.
- Support of Citywide Engagement Teams: Provide citywide standardization, collaborative tools and databases, schedules and regular convenings for collaboration. Maintain inventory of citywide community engagement efforts.
- Develop and provide best-practice based community engagement resources to support citywide engagement teams. Support any necessary re-alignment of engagement work to Citywide engagement framework and systems.
- Provide technical guidance aligned to Citywide engagement framework and systems to the City's engagement teams on the development, implementation and continuous improvement of new community engagement opportunities and processes being led by the city.
- Develop, maintain, and share Citywide Engagement Systems. Streamlining and keeping up to date access to and dissemination of information about community programs and their resources for resident access. Revise the registered neighborhood organization system and intent with input and participation from stakeholders including the community, current RNOs, City Council and community engagement teams across the city.
- Engagement impact and reporting: Lead the collection, analysis, and dissemination of the City's engagement work to clearly demonstrate the impact of engagement initiatives and processes.

- Strategic Engagement Planning and Modeling: Demonstrated ability to create and articulate a clear, long-term vision for citywide community engagement, aligning plans with the overarching goals of the city and its residents. Proven experience in creating and implementing grassroots and cross-system community engagement models and frameworks.
- Strong understanding of widely used community engagement frameworks and the ability to adapt them to achieve specific goals. Demonstrated expertise in designing and delivering internal and external training sessions while creating accessible content and overseeing implementation. Experienced in facilitating diverse session types, including listening forums, information-sharing, collaborative decision-making, and co-creation workshops.
- Data and Reporting: Proven ability to develop and monitor impact metrics that evaluate the success of community work and initiatives. Has a strong understanding of qualitative data collection and analysis techniques, utilizing community-driven data to inform actionable solutions and achieve measurable outcomes. Has experience with the design of strategic frameworks that enhance the citywide engagement, planning, execution, and evaluation processes.
- Demonstrated ability to foster community relationships and has built strategic partnerships with diverse stakeholders to gather insights and perspectives and using this information to anticipate community concerns and obstacles in outreach efforts.
- Adaptable and flexible to changing priorities, work environments, and tasks with a positive attitude, while remaining focused on achieving goals and maintaining high-quality standards.
- Resource Management: Demonstrated ability to allocate resources strategically, ensuring that outreach initiatives are well-supported and equipped to overcome anticipated challenges.
- Teamwork, leadership, and collaboration: Demonstrated experience as a leader and team player capable of effectively working with diverse individuals, including HRCP colleagues, Mayor's Office staff, government departments, and external partners. Solid experience coordinating and integrating messaging across various platforms and channels.
- Political Awareness: A solid grasp of current local government structures, policies, and political dynamics. Knowledge of the Mayor's priorities, objectives, and key stakeholders will aid in effectively navigating the political landscape and enhancing strategic decision-making contributions.
- Cultural Competency: Demonstrated cultural competency and a strong awareness of equity issues, essential for effectively engaging with Denver's diverse community.
- Outstanding Verbal and Written communication Skills: Effective facilitation abilities leading community meetings and workshops that encourage open dialogue and active participation. You have a knack for creating clear, engaging communication materials that effectively convey key messages to various audiences. Experience with communication strategies that resonate with various populations, promote inclusivity, and incorporate equity considerations into messaging and outreach efforts.
Required Minimum Qualifications
- Education requirement: Bachelor's Degree in a related field based on a specific position(s).
- Experience Requirement: Seven (7) years' experience performing full performance professional level duties within a specialized, functional area. (This does not include clerical experience.)
- Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.
