ABOUT THE ROLE
This position is responsible for leading complex or high value procurements from planning to award and contract management and vendor performance activities, for goods, services, consulting, information technology, and construction projects. Providing consultation and sourcing advice to client departments in the development of and throughout the procurement process. Responsible for reviewing all bid documents, including technical specifications, agreements, pricing models and other associated documents; facilitating evaluation processes, contract negotiations and award processes to ensure they meet the Region's requirements.
WHAT YOU'LL BE DOING
Provides a full range of specialized procurement consultative and advisory services, products, and businesses for all procurement initiatives (including complex, high risk and high value procurements) to ensure the cost-effectiveness of the procurement processes and the management of government funds.
Provides expertise, information and the interpretation and application of Procurement Bylaw and procedures for a range of complex procurement requirements.
Supporting all types of standard procurement processes, including tenders, proposals, pre-qualifications, negotiated RFPs and Vendor of Record arrangements.
Provides consultation to client departments on both standard and non-standard procurement processes (single/sole source), provides Purchasing by-law, policy, trade agreement interpretation (CFTA, CETA, OQCTA), advice and recommendations on supply options, changing business practices, procurement business plans, contract management processes, tools, systems, and best practices.
Reviews and analyzes current goods, services, construction, and technology procurement activities for assigned client departments with a focus on complex procurements.
Maintains tracking and records on procurement activities for client departments using project tracking system.
Conducts cost-benefit analysis on the procurement to ensure that goods and/or services secured provide an effective and viable solution for the Region.
Coordinates activities with the centralized procurement system and participates in the evaluation of the effectiveness of procurement programs; makes recommendations to management on the effectiveness of the programs.
Leads Procurement Kick-Off Meetings, Bidders Meetings, Information Meetings, Procurement Review Committee meetings and supplier demonstrations/presentations/interviews as required.
Conducts competitive procurements to ensure an open, fair and transparent process in accordance with the Procurement By-law and Regional protocols, policies and procedures, and applicable trade agreements.
Assesses the complexity of each procurement request, considering market conditions, client needs and priorities, to determine appropriate procurement methods, timelines, and key components.
Considers procurement risk management e.g. risks of biased specifications, risks of non-disclosure of information.
Administers all phases of the procurement process including coordinating timelines and responsibilities for each stakeholder to ensure timely delivery according to the needs of client departments.
Prepares and reviews competitive bid documents and contracts for complex goods, services, construction, and technology bids with assigned client departments, ensuring quality, completeness, and accuracy of bid documents.
Builds procurements in electronic bidding website e.g. Bids and Tenders and release to market for open bidding.
Conducts detailed compliance analysis of all bids received and determines acceptance of bids.
Reviews documentation as required and/or forwards to applicable stakeholders for review and approvals.
WHAT WE'RE LOOKING FOR
Successful completion of a College Diploma in Business Administration, Supply Chain or related field or an equivalent combination of education and experience.
Minimum of five (5) years of related procurement experience, three (3) of which years should be in a buying role and experience developing and coordinating the formation, review/evaluation of RFP's for goods, services and construction.
Minimum of one (1) of the following professional purchasing or procurement specific designations or another approved equivalent professional purchasing or procurement specific designation:
