Job Description:
We are seeking an experienced Project Manager for a long-term, hybrid role based in Austin, Texas. The selected candidate will oversee the modernization of the State of Texas Automated Information Reporting System (STAIRS) project. This initiative aims to enhance the existing solution and automate additional business functions for improved tracking, monitoring, and auditing of service provider cost reports and related documentation.
This role requires a seasoned professional with at least eight years of experience managing complex, large-scale enterprise IT projects. The ideal candidate will rely on both experience and judgment to plan and accomplish goals, independently perform a variety of complex tasks, and bring a wide degree of creativity and latitude to their work. A certification in Project Management (PMP or Scrum Master) is highly desirable.
Responsibilities:
  • Plan, budget, oversee, and document all phases of the STAIRS modernization project
  • Manage and monitor project schedule, scope, and budget; track progress and ensure alignment with timelines
  • Create and maintain all required project documentation and artifacts
  • Provide weekly written and verbal status updates, and lead regular project team meetings
  • Present to leadership and oversight entities including executive steering committees and QAT
  • ct as the primary liaison between stakeholders and project teams
  • Ensure all project deliverables adhere to HHSC standards and the Texas Project Delivery Framework
  • Identify and escalate project risks and issues, and develop appropriate mitigation strategies
  • Oversee SDLC processes, ensuring accurate translation of business requirements into technical specifications
  • Develop and maintain strong working relationships with project sponsors and stakeholders
  • Support on-call duties during critical phases of the project, if required
Special Considerations:
  • Must be able to comprehend and communicate complex technical and business processes
  • Prior experience in a Texas state agency or with state-specific project delivery frameworks is preferred
Minimum Requirements:
  • 10 years of project management experience for large-scale enterprise implementations
  • 8 years of experience with state-level or federal/state government project management
  • 8 years of experience leading legacy system modernization projects as a Project Manager or Systems Analyst
Preferred Experience:
  • 5 years with the Texas Project Delivery Framework
  • 5 years working with low code/no code solutions
  • 3 years with Texas statewide systems
  • 3 years in the State of Texas QAT process for Major Information Resources Projects (MIRP)
Certifications:
  • Project Management certification (PMP) or Scrum Master preferred; must be included on the resume and proof may be requested
