Scope of the Project
  • Discovery, planning, creation, and implementation of project elements.

Role and Responsibilities

The candidate will be an expert coder in both visual interfaces and web services construction. They are expected to excel in efficient product development using Microsoft Visual Studio 2015, C#, ASP.NET, ASP.NET MVC 3 or higher, jQuery, .NET, MS SQL 2012 R2 /2014 enterprise server, and TFS (Team Foundation Server). This includes code development, unit testing, source code management, build management, integration testing, and deployment. Experience with AngularJS/TypeScript is also required.

This contract position is vital for ongoing development and support for Early Care and Education systems. Responsibilities include maintaining and updating legacy applications into the integrated Child Care Services System (CCSS), acting as a developer for Child Care Licensing, and supporting the SC Voucher process migration into CCSS. Additional system development projects may be assigned to support the Agency and the Early Care and Education program.

The Child Care Services System (CCSS) is a project aimed at replacing several Child Care Systems with a unified framework that integrates functions and reporting. The candidate will play a key role in these development efforts, assisting in planning and integrating SC Voucher and CACFP functions into the CCSS.

SC Voucher System

The SC Voucher is an intranet application that facilitates payment vouchers for children attending quality-rated child care providers. The candidate will back up the lead developer, design and implement processes into CCSS, modify SC Voucher system components, and provide ongoing support for daily operations.

  • 5 years of experience in building web-based software systems with N-tier architectures and complex security models.
  • Knowledge of Microsoft operating systems and at least two application, database, messaging, or web server systems.
  • Proven success in designing and implementing multiple software components and subsystems.
  • Ability to communicate the design and implementation of software systems effectively, including strengths, weaknesses, and implementation decisions.
  • Effective communication skills with both technical and non-technical staff and stakeholders.

Required Education

Bachelor's degree or equivalent in Computer Science or another quantitative discipline.
