Reporting to the CEO/President, the Chief Human Resources Officer
(CHRO) serves as an integral member of the senior management for an assigned division or area of responsibility within the network of the organization. The Chief Human Resource Officer (CHRO) is responsible for developing and executing human resource strategy in support of the overall business plan and strategic direction of the organization, specifically in the areas of employee recruiting and retention/talent management, on-boarding, staffing, benefits, employee relations, personnel data management, professional development and compensation. The CHRO provides strategic leadership by articulating HR needs and plans to the executive management team, shareholders and the board of directors.
The CHRO serves as the senior manager for an assigned division within the network of the agency, primary functions include:
- Plans, organizes, directs and coordinates the strategic direction of their respective division and is an active participant in the strategic planning process of the agency.
- Sets goals, leads efforts to ensure progress toward priority goals and evaluates results to ensure that departmental and organizational objectives and operating requirements are met and are in line with the needs and mission of the organization.
- Responsible for the development and management of annual operating and capital budgets.
- Responsible for identifying strategies to generate and maximize revenue.
- Promotes a culture of high performance and continuous improvement that values learning and commitment to quality.
- Will maximize the use of internal resources by interfacing with other colleagues and departments to ensure the effective and efficient oversight of a division.
- Participates in the formulation of policies and procedures that meet local, state and federal requirements and assures the delivery of the highest quality of supports and services to the people served.
- Assures the proper and efficient oversight of a division, including oversight of the management, professional, support, and other key personnel.
- Develop, and periodically review and update Standards of Conduct to ensure continuing currency and relevance in providing guidance to management and employees.
- Attract, retain, and motivate employees.
- Identify and lead new business opportunities.
- Ensure highly productive relationships for the benefit of the organization.
- Work alongside community leaders, executives, funders, government officials, families and sister organizations, as required.

Health and Safety Responsibilities
- Ensure that each of the departments conform to all regulations and applicable federal, state, local and agency requirements.
- Ensure adequate and relevant professional development opportunities are provided for the employees and meets required standard.
- Ensure that emergency situations are addressed in accordance with established policies and procedures, and ensure communication of such situations in a timely fashion.
- Treat each individual with dignity and respect in accordance with New York State regulations and agency policy.
- Report all possible violations of individual's rights promptly, and ensure the proper and timely completion of all incident reports in accordance with New York State regulations and Agency policy.
- Assist with relevant investigatory processes that occur at any agency location, as requested, and ensure that confidentiality is maintained in regard to such investigations.
- Maintain the confidentiality of any information relating to the individuals supported and/or employees of the organization as outlined in the agency policy.
- Cultivate a work environment that promotes the development of individualized services.
Additional Responsibilities
- Represent the Agency by participating in external committees (via trade, advocacy, government entities and other associations) and at agency functions when requested by the CEO/President. .
- Participate in state, regional, and local planning as it pertains to program development as requested.
- Provide reports as required to the CEO/President
- Provide on-call coverage as requested or assigned.
- Report all violations and/or accidents in Agency or personal vehicle in accordance with New York State regulations and Agency policy.
- Adhere to OSHA regulations.
- Provide necessary support to assigned locations/program during a crisis, including but not limited to employee shortages, natural disasters, individual related emergencies, weather, etc.
- Follow the code of conduct and Agency expectations as outlined in the Employee Handbook.
- Complete all internal orientation, management and other relevant professional development training.
- Conduct initial, annual and ongoing performance evaluations as required.
- Provide support to all direct reports through direct and indirect consultation and provide resources to assist them, as needed, in meeting objectives aligned with the divisional priorities and/or agency's strategic plan.
- Perform additional responsibilities, as assigned.
Education and Professional Experience
- Masters Degree in Human Resources or related field .
- PHR, SPHR, SHRM-CP, and/or SHRM-SCP
- A minimum of ten years of professional senior management experience in human resources and/or the health and human services field.
- Demonstrated competency in all state, local, federal regulations and agency policies relevant to the operation of the respective division.
- Familiarity with OPWDD, OMH, DOH and other state government entities required to sufficiently operate the respective division.
- Strong oral and communication skills.
- Strong project management skills.
- Strong ability to formulate, sustain, and facilitate positive working relationships with and among colleagues.
- Ability to balance competing priorities, manage complex situations, and meet deadlines.
