TxDOT's Houston District, the largest district in the agency, is seeking a skilled and committed professional to serve as Director of Transportation Operations. This challenging and rewarding role oversees daily traffic operations and requires ongoing, effective collaboration with key external and internal stakeholders. The selected candidate will provide strategic direction to district staff across relevant program areas. Responsibilities include managing engineering, construction, and operations for traffic signals, ITS assets and the district's traffic safety program. Additionally, this position also oversees the district's operations at TranStar, a multi-agency Traffic Management Center serving the greater Houston Region.

Position Description
Oversees the Transportation Operations function for a district's highways and facilities in accordance with Department standards. Reporting directly to the District Engineer, manages a group of professional, technical and administrative employees and may oversee district wide construction contract work concerning transportation operations. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Education: Bachelor's degree in engineering or related science bachelor's or higher degree accepted by TX PELS.

Licenses and Certifications:
*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

Position Description
Oversees the Transportation Operations function for a district's highways and facilities in accordance with Department standards. Reporting directly to the District Engineer, manages a group of professional, technical and administrative employees and may oversee district wide construction contract work concerning transportation operations. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:
- Acts as liaison with the Department's Traffic Operations Division concerning traffic and traffic safety projects.
- Coordinates with district design and area offices to develop solutions to transportation problems and determines the need for and oversees development of incident management plans.
- Oversees accident analyses activities for the district, which includes data for design exceptions and special design projects.
- Oversees and performs traffic engineering studies and warranting of traffic signals, signing and speed zones; analyzes operational impact on state highway system of proposed developments; coordinates with others on project development.
- Oversees the installation, maintenance and repair of illumination systems, flashing beacons, flashing signs, flashing school speed zone signs, navigation lights and lift stations.
- Oversees the installation, operation, maintenance and repair of all transportation management systems, traffic signals and radios including negotiating, administering and monitoring contracts.
- Oversees transportation operations related activities for the district.
- Responsible for determining the need for, and developing plans, specifications and estimates for transportation management systems and Intelligent Transportation System (ITS).
- Responsible for determining the need for, and developing plans, specifications and estimates for transportation projects including signs, traffic signals, illumination, turn lanes, speed zones, school zones, pavement markings.
- Responsible for the design, construction, inspection, operation and maintenance of a single or multi-agency ITS Operations Center.
- Responsible for Traffic Safety.
- Performs other job responsibilities as assigned.
Minimum Qualifications:
Education: Bachelor's degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
Experience:
- 7 years transportation engineering in the construction of highways, bridges or structures. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
- Must have 3 years managerial/supervisory experience.
Licenses and Certifications:
- Valid driver's license. This position requires driving a state vehicle.

Physical Requirements and Working Conditions:
- Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools
- Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects up to 10 lbs.
- Standing - prolonged periods of time
- Repetitive Motion - substantial movements of the wrists, hands, and/or fingers
- Close Visual Acuity - work includes data/figures; view a computer screen; extensive reading

- Must pass a drug test prior to employment for safety impact positions. This is a Safety Impact position and will be subject to random drug testing.

- This role requires serving as a Incident Commander for the Houston District during emergency response operations, which may be occur during either the day or night shift as warranted by operational needs.
