Reporting to the Director, Core Regulatory Functions, the Senior Examiner provides operational and administrative support to the Team Lead and to the Director, and helps coordinate the annual examination planning process following the objectives set by the Regulatory Division. The Senior Examiner carries out regulatory examinations of the Bourse Approved Participants by preparing files and documentation, conducting testing and interviews, writing examination reports, and updating the Participant's risk scorecard. In addition, the Senior Examiner participates in the annual planning of the examination schedule and actively participates in various Division initiatives.

Hybrid role (2 - 3 days at the Office) - based in Montreal, QC
Key Accountabilities:
In the capacity of back up to the Team Lead
- Schedules examinations and assigning them, taking into account the resources and workload of examiners;
- Manages examinations by assigning testing items, tracking the work progress to meet benchmarks and take corrective action if exam timeliness is impacted;
- Reviews and assesses the quality of testing conducted in the course of examinations and providing guidance;
- Assesses, proposes, and approves changes to examination testing criteria;
- Coordinates the operational activities related to examinations to ensure the timely completion of examination files;
- Performs and carries out annual reviews of the service's policies and procedures manual (examination program, testing procedures, etc);
- Supports the Director by formulating suggestions when necessary in terms of resources, action plans, and priorities;
- Acts as a liaison between the Examinations service and the other services within the Division;
- Maintains a register of all examinations, and acting as a subject matter expert with regulatory authorities such as the Autorit des marchs financiers ("AMF") and the Canadian Investment Regulatory Organization ("CIRO");
- Monitors applicable regulations, and modifications or amendments, to ensure the implementation and compliance by Approved Participants;
- Identifies, improves and enhances internal processes by standardizing testing procedures, interviews, report writing and response assessment practices;
- Participates in various initiatives and internal committees aimed at analyzing operational and regulatory issues that may lead to regulatory amendment projects or other initiatives;
- Participates in the hiring process for any examiner role and provides training as necessary to any newcomers to the Division;
- Liaises with other team leads in the Core Regulatory Functions services, as well as with any staff from the Division.
In the capacity of Examinations
- Plans examinations by conducting preliminary assessments of Approved Participants based on previous examinations, input from other departments, and priorities of the Division in order to determine the scope and principal areas of focus of the examination;
- Prepares examinations by understanding the Approved Participant's organizational and business structure, policies and procedures, and compliance culture;
- Assesses Approved Participants' compliance with the rules of the Bourse by executing the examinations program, using the pre-established tests;
- Assesses Approved Participants' written policies and procedures to ensure they are properly documented and adhered to by the Approved Participant's employees;
- Completes examination work by documenting the tests conducted and the resulting findings;
- Communicates examination progress and findings by providing status updates during meetings with Director, highlighting unresolved issues and reviewing executed work;
- Drafts reports describing observations made during the examination and issues recommendations for correcting the deficiencies raised within the prescribed timelines;
- Ensures that examination files include all relevant material used during the examination;
- Coordinates with Senior Examiners and Examiners to ensure the distribution and completion of tasks common to the service;
- Takes part in reviews of files and reports prepared by other examiners in the Division;
- Contributes at various stages of examination procedures;
- Acts as a resource person to other examiners, in any examination;
- Collaborates on any project related to examinations;
- Keeps the updated record of all examination files, taking into account applicable performance benchmarks;
- Follows the procedures and processes applicable to examinations and takes part in their potential improvement;
- As required, participates in regulatory amendment proposals initiated by the Division, mainly by carrying out analyses;
- Carries out all other related duties assigned by the immediate supervisor;
Must Have (s):
- Experience in examinations and/or compliance in the securities industry and, more specifically, in the field of derivatives compliance and/or trading, or with a member of a regulatory or self-regulatory organization (SRO) as examiner for this organization; and/or
- Experience in derivatives trading and back-office operations;
- University degree in finance, business administration, economics, mathematics, or a related field;
- Canadian Securities Course (CSC);
- Derivatives course(s), such as the DFOL - Derivatives Fundamentals and Options Licensing and/or training;
- Knowledge of the applicable regulatory framework;
- Excellent ability to communicate in both English and French;
- Excellent negotiation skills;
- Skills in formulating findings and recommending follow-up actions;
- Ability to make sound decisions, based on good judgement, analysis, and evidence; all of which are well documented;
- Organizational skills and priority management;
- Attention to detail;
- Ability to write documents that are simple, clear, concise and logical;
- Tact and diplomacy;
