GENERAL SUMMARY
Under direction, oversees the Office of Recipient Rights. Responsible for upholding the Recipient Rights Protection System by ensuring compliance with the Michigan Mental Health Code, Michigan Department of Community Health (MDCH) Administrative Rules, and Macomb County Community Mental Health Office of Recipient Rights (ORR) policies and procedures. Ensures compliance and adherence with Federal, State, Managed Care Organization (MCO) laws, rules, regulations, directives, guidelines and policies which govern the Rights Protection System.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Directs all aspects of the Office of Recipient Rights, including ensuring legal compliance and the oversight of all department staff.
Resolves disputes relating to apparent rights violations and advocates on behalf of recipients.
Ensures that allegations of rights violations are thoroughly investigated in a timely manner and remedial action is pursued.
Facilitates the overall provision of the Macomb County Community Mental Health (MCCMH) Rights Protection System by interacting with other human service, judicial, and enforcement entities.
Provides detailed quarterly, semi-annual, and annual reports detailing Rights Activities undertaken by the office.
Represents the Office of Recipient Rights at various committee meetings.
Serves as a consultant and provides technical advice to leadership relative to recipient rights issues.
Ensures rights training is provided to employees and contract agencies.
Ensures assistance, education, and training to recipients and their families on their rights, self-advocacy and how to contact the office.
Develops and maintains Recipient Rights policies and procedures necessary to implement the Rights Protection System.
Provides information and assistance as requested concerning the Recipient Rights appeals process.
Operates an automobile to perform assigned job functions.
Performs related duties as assigned.

QUALIFICATIONS
Required Education and Experience
- Master's degree from an accredited college or university in Human Services, Business Management, Public Health Administration or a directly related field
- Five (5) years of experience in the administration of a behavioral health service program
- Three (3) years of experience in staff supervision and management
Preferred Education and Experience
- Master's degree from an accredited college or university in Social Work, Counseling, Psychology or a directly related mental health field
- Experience working as a recipient rights officer or advisor
- Experience working with individuals with developmental disabilities, mental illness and/or co-occurring diagnoses
- Experience with the public mental health system in Michigan
Required Licenses or Certifications
- Possession of a valid Michigan driver's license and operable, insured automobile for authorized travel
Preferred License or Certifications
- Certification with the Michigan Certification Board for Addiction Professionals (MCBAP) or an approved development plan
- Licensed Master Social Worker (LMSW), Licensed Professional Counselor (LPC), Limited Licensed Professional Counselor (LLPC), or Licensed Psychologist (LP)
