Position Objective

As the primary CTCLink Data Analyst for the Finance department, this position works on organizing ctcLink tasks for the department and provides administrative and confidential support to the Finance office. The incumbent will demonstrate mastery of both technical and finance related expertise with comprehensive knowledge in both areas with understanding of the business processes (including the anticipation of future needs), strategic direction, and impact on internal and external stakeholders. The incumbent is also responsible for independently performing varied and complex tasks and works without continued supervision. This position provides departmental and organizational support and customer service to faculty, staff, and business organizations at Clover Park Technical College.

This position has been designated as a bargaining unit position represented by the Aft Professional Staff, Local 6431.

Duties and Tasks (Essential Functions)

Duty: Finance Department ctcLink task and data support
Tasks include:
  • Work with the Finance team to identify the ctcLink needs for the finance department
  • Act as functional and technical lead and subject matter expert providing support for ongoing ctcLink tasks.
  • Provide support for all Finance department applications and systems Coordinate with department managers and staff to identify needs, changes, testing and training of system upgrades.
  • Complete all database changes and troubleshoot data as needed.
  • Identify issues with ctcLink as they pertain to Finance and provide recommendations and resolutions.
  • Work with the State Board teams as a liaison on support issues related to ctcLink.
  • Manage and maintain support requests in the ctcLink Support System.
  • Address and work on support issues raised on campus related to finance activities.
  • Develop workarounds for processes not aligned with PeopleSoft.
  • Represent Finance in ctcLink meetings and complete assigned tasks.
  • Complete and maintain procedures and processes flow for the ctcLink project.
  • Act as a liaison with other college departments and divisions to support various activities such as ctcLink process and planning meetings.
  • Create, schedule, and run routine reports and queries on Finance data.
  • Create, troubleshoot and deliver functional solutions for automated data imports and exports.
  • Detect and correct (or remove) corrupt or inaccurate records from database and identify incomplete, incorrect, inaccurate, or irrelevant data and replace modify, or delete the dirty or coarse data.
  • Evaluate each functional area within business process to achieve a final result. Identify key data and components that fit within the business system and gaps that need solutions.
  • Configure, manage and adjust Finance security roles within ctcLink when needed, including the onboarding and offboarding of employees.
  • Coordinate project tasks with other business analysts in other pillars.
  • Perform other duties as assigned.
Duty: Finance Information Systems Support
Tasks include:
  • Create, manage and maintain Finance technical support tickets in the IT Help Desk System
  • Work with software vendors or IT staff to troubleshoot, update, and repair systems to ensure effective functionality.
  • Work with Finance and IT staff to troubleshoot, update, and manage change for processes and to promote expanded system development and use
  • Ensure that CPTC utilizes appropriately licensed software. Maintain files for software licenses, and equipment warranties, and process registration of hardware and software.
  • Assist in developing long-term strategies and capacity planning for future desktop/software and process redesign needs
  • Use analytical approaches to problem solve and develop new processes to address business needs
  • Liaise with various departments on campus to understand the impacts of newly implemented technology and work to digitize processes and procedures.
  • Research, recommend, and guide the integration of new technology
  • Coordinate with the IT department or vendors in the development of new technological solutions.
  • Provide feedback to the IT department on the impacts of proposed technologies.
  • Develop, prepare and present reporting that measures the impact of technologies on college processes.
  • Develop and implement a road map for continued system development and end-user engagement.
Duty: Training and Content Development
Tasks include:
  • Write and maintain policies/procedures and training materials on the use of systems.
  • Diagram and explain process elements and issues in relation to departmental, organizational issues and trends to relevant stakeholders
  • Provide and communicate ongoing training for staff and faculty to promote user engagement
  • Provide maintenance and operation support for desktop computers and applications
  • Provide user support for systems
  • Develop end user training materials for Finance processes and procedures
  • Provide end user training for Finance processes and procedure

Minimum Qualifications

  • Bachelor's Degree
  • Four years of full-time clerical/administrative work experience in a professional office environment or educational setting.
  • Some post-secondary training in Computing, Information Technology, or a related field.
  • Strong analytical and problem-solving skills.
  • Strong, effective organizational and interpersonal skills and customer-service and teamwork oriented.
  • Excellent communication skills including verbal, written, and active listening.
  • Advanced experience with word processing, spreadsheet, database, and report writing software.
  • Competency using Microsoft Office Suite, including Word, Excel, and Outlook.
  • Ability to work effectively and collaboratively with clients, staff, and management with minimum direction.
  • Ability to manage multiple competing priorities and work under pressure in high-stress situations.
  • Dependability, accountability, and the ability to maintain progress on tasks without supervision.
  • Critical thinking skills and strong skills in consensus building and problem-solving, ability to troubleshoot.
  • Ability to adapt to a high-volume and fast-paced work environment.

Preferred Qualifications

  • Master's degree.
  • Experience in higher education.
  • Functional leadership or Subject Matter Expert experience in PeopleSoft's Finance and Human Capital Management module, including Hyperion and/or PeopleSoft Query.
  • Experience in providing organizational change management and business processes improvement solutions and tools.
  • Certification(s) in Project Management, Change Management, ITIL, Lean and/or Business Process Reengineering, CompTIA or Microsoft certifications.
