The Finance Strategic Capabilities Unit delivers the expertise and business acumen to increase value across the enterprise by providing actionable information with recommendations and opportunities to drive sustainable business growth.

What You'll Do:

  • Manage the annual review, submission, and audit of CAS Disclosure Statements (and mid-year updates as needed).
  • Support technical analysis of business requests to change disclosed cost accounting practices and provide strategic direction based on analysis and compliance requirements.
  • Cost impact calculations - provide both Government and business impacts.
  • Maintain current knowledge of all cost accounting standards (CAS) and applicable case law.
  • Support CAS and Disclosure Statement audits.
  • Manage team of analyst(s) to support cost impacts and disclosure updates.
  • Maintain open communication with all areas of finance to ensure consistency in estimating, accumulating, and reporting costs.
  • Resolve inconsistencies with other organizations and/or Defense Contract Management Agency (DCMA) and Defense Contract Audit Agency (DCAA) representatives.
  • Develop and implement new policies and procedures; maintain current policies and procedures to reflect applicable Government regulation.
  • Support Incurred Cost Submission preparation/audit as needed, specifically as a cost accounting practice expert and leader.
  • Support internal and external audit requests, surveys, and other Government reporting requirements.
  • Complete special projects at the request of government accounting management.
  • Ensure that all business is conducted using the highest ethical standards and in compliance with all applicable laws, statutes, and regulations as well as company policies and directives.
  • Develop and retain top government accounting talent.
  • Act as strategic teammate/advisor to government accounting leadership and other SMS Finance, SBU, and SCU organizations.
  • Act as a subject matter expert on Cost Accounting Standards regulations, FAR Cost Principles, and other government regulations.
  • Advise business on rate structure related questions including pool, account, and organization structure.
  • Maintain a regular and predictable work schedule.
  • Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Capabilities Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment.
  • Perform other duties as necessary.

On-Site Work Environment: This position requires regular in-person engagement by working on-site three or more days each normally scheduled week in the primary work location. Travel and local commute between company campuses and other possible non-company locations may be required.

Working Conditions:
  • Work is performed in an office environment, laboratory, cleanroom, or production floor.


Required Skills and Education

  • Bachelor's Degree in a related field, plus 8 or more years of related experience.
  • Each higher-level degree, i.e., Master's Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.
  • 8 or more years of government accounting experience or finance experience in a government contracting environment.
  • Excellent communication skills. Ability to accurately describe the impact and effect of business changes and at the enterprise level and program level.
  • Excellent people and team-building skills.
  • Must be proficient in the use of MS Office (Outlook, Excel, Word).


Preferred Skills and Education

  • Advanced degree.
  • CPA or CMA.
  • Understanding of USG Pricing (Contracting by Negotiation), Estimate at Complete (EAC), and Forward Pricing Rate Proposals (FPRP).
  • Advanced knowledge of Federal Acquisition Regulation (FAR) cost principles.
  • Advanced knowledge of Cost Accounting Standards (CAS).
  • Basic knowledge of DFARS Business Systems.
  • Experience negotiating with DCMA, developing management responses to DCAA/DCMA audit findings, and following through on corrective action plans internally and with the Government.
